Dear Sir:

The University of Lowell is submitting the enclosed emergency plan for review by the U. S. Nuclear Regulatory Commission as required by Appendix E 10CFR50. Enclosed please find ten (10) copies of the proposed plan.

Procedures, implementing this plan, and agreements with cooperating agencies will be completed upon final approval by the Nuclear Regulatory Commission and the University of Lowell. Under our present Emergency Plan, all outside agencies have agreed to cooperate as necessary and we do not anticipate any substantial changes in the level of response.
