OF THE JULY 26, 2017 , PUBLIC MEETING REGARDING PALISADES NUCLEAR PLANT On July 26, 2017, the NRC held an open house to discuss the 2016 annual assessment results for Palisades Nuclear Plant. The meeting was held at the Baymont Inn and Suites Conference Center in South Haven, Michigan . The NRC's assessment was documented in the March 1, 2017, End-of-Cycle Assessment Letter (ADAMS Accession Number ML17055A284). The enclosure is a list of attendees for the meeting .

The meeting was conducted as an open house during which members of the public could ask questions about NRC inspection activities and Palisades' plant performance to NRC representatives . In addition, brief topical presentations were given by the NRC representatives on various topics of interest, including the roles and responsibilities of the resident inspectors at Palisades and an overview of the decommissioning process. Handouts that were available at the meeting are attached.

On-Site Groundwater Monitoring

  • 10 CFR 20.1406(c) requires that licensees, to the extent practical, conduct operations to minimize the introduction of residual radioactivity into the site, including the subsurface. Palisades implements this regulation through the NRC endorsed NEI 07-07, "Industry Ground Water Protection Initiative".
  • As part of their Ground Water Protection Initiative, Palisades has 23 permanent and 16 temporary on-site ground water monitoring wells that are sampled qua rterly to allow early detection of leaks.
  • In November 2016 a monitoring well near a tank known to contain tritiated water showed detectable levels of tritium. The tank was subsequently emptied, inspected, and repaired.

Several of the temporary monitoring wells are currently monitoring tritium levels on-site due to historic leaks that have been repa ired . The results from these wells may fluctuate due to changes in groundwater levels.

NRC Radiation Protection Specialists

  • Independently verify that nuclear plants are meeting the NRC's requirements for occupational and public radiation safety by reviewing the plant's environmental and radiation protection programs and conducting field observations.
  • Have formal health physics technical training necessary to assess environmental and hea lth impacts from radiation.
  • Conduct about 284 hours0.00329 days <br />0.0789 hours <br />4.695767e-4 weeks <br />1.08062e-4 months <br /> of planned on-site inspection activities at each plant over a two year period and evaluate emerging issues.

Inspection activities include program reviews as well as field observations.

  • Make sure the public is safe by inspecting:
  • Dose to the public from radioactive effluents
  • Impact on the environment
  • Transportation of radioactive material
  • Radioactive material accountability
  • Make sure plant workers are safe by inspecting:

Assessment of radio logical conditions at the plant

  • Radiological work control practices
  • Dose assessment to workers

Radiological Environmental Monitoring

  • Required during power operation and throughout decommissioning.
  • Assesses Impact on the environment by regular sampling of:
  • Air
  • Surface Water
  • Well Water
  • Shoreline Sediment
  • Broadleaf Vegetation
  • Fish
  • Food Products
  • Environmental Dosimetry
  • N RC inspectors review these reports as part of our routine independent assessment of the radiological environmental monitoring program .
