SUMMARY

OF DECEMBER 12, 2017, PRE-APPLICATION TELECONFERENCE WITH TENNESSEE VALLEY AUTHORITY REGARDING PROPOSED LICENSE AMENDMENT TO TECHNICAL SPECIFICATION 3.6.3, "CONTAINMENT ISOLATION VALVES" (EPID L-2017-LRM-0063)

On December 12, 2017, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Tennessee Valley Authority (TVA) representatives.

The purpose of the teleconference was to discuss TVA's planned submittal of a license amendment request to revise the Watts Bar Nuclear Plant, Units 1 and 2, Technical Specification (TS) 3.6.3, Containment Isolation Valves," for the containment purge valves. The proposed change would replace the specified surveillance interval with a reference to the Containment Leakage Rate Testing Program. The teleconference notice and agenda, dated November 28, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML173408115. A list of participants is provided in the Enclosure.

TVA staff provided a presentation on the purpose of the proposed amendment, the proposed change to the surveillance requirement, a brief technical analysis of the proposed change, information regarding previous precedents, and its proposed schedule for submitting the amendment request. The presentation is available in the ADAMS at Accession No. ML173408063.

The NRC staff queried the licensee about whether changes to inservice testing (1ST}

frequencies would also be requested, and whether the licensee could provide information regarding how often the subject valves are cycled and the valves' contributions to total containment leakage rate testing results.

TVA responded that no changes to the 1ST frequencies would be requested with the amendment application, and that information regarding cycling of the valves and the valves' contributions to leakage rate testing results could be provided in the application.

Members of the public did not participate in the call. No Public Meeting Feedback forms were received. No regulatory decisions were made during the teleconference.
