OF DECEMBER 20, 2017, PRE-SUBMITTAL MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING PROPOSED LICENSE AMENDMENT TO TECHNICAL SPECIFICATION 3.8.9, "DISTRIBUTION SYSTEMS- OPERATING" (EPID L-2017-LRM-0038)
On December 20, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Tennessee Valley Authority (TVA) representatives.
The purpose of the meeting was to discuss TVA's planned submittal of a license amendment request to revise the Watts Bar Nuclear Plant, Units 1 and 2, Technical Specification (TS) 3.8.9, "Distribution Systems - Operating." The proposed change would add a new Condition to support maintenance on a vital bus when the associated unit is shut down. The meeting notice and agenda, dated September 8, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17345A874. A list of participants is provided in the Enclosure.
TVA staff provided a presentation on the purpose of the proposed amendment, an overview of the affected plant electrical systems, current testing requirements and maintenance practices, a brief technical analysis of the proposed change, a description of the current TS requirements, proposed TS changes and bases for the proposed changes, information regarding regulatory precedents, and its proposed schedule for submitting the amendment request. The presentation is available in the ADAMS at Accession No. ML17352B033.
The NRC staff queried the licensee about the basis for the proposed 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> completion time.
TVA responded that the proposed time is consistent with similar TSs implemented at other facilities, including TVA's Sequoyah Nuclear Plant. The staff cautioned TVA to ensure the basis for the requested completion time is sufficiently justified in the application for implementation at Watts Bar.
Members of the public did not attend the meeting. No Public Meeting Feedback forms were received. No regulatory decisions were made during the meeting.
