VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 September 18, 2018 10 CFR 50.90 United States Nuclear Regulatory Commission Serial No.18-312 Attention: Document Control Desk NRA/GDM R1 Washington, D.C. 20555 Docket Nos.: 50-338 50-339 50-280 50-281 License Nos.: NPF-4 NPF-7 DPR-32 DPR-37 VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION (NAPS) UNITS 1 AND 2 SURRY POWER STATION CSPS) UNITS 1 AND 2 PROPOSED CONSOLIDATED EMERGENCY OPERATIONS FACILITY RESPONSE TO REQUEST FOR CLARIFICATION By letter dated January 16, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18025B468), Virginia Electric Power Company (Dominion Energy Virginia), requested the U.S. Nuclear Regulatory Commission (NRC) to approve license amendment requests (LAR) revising the emergency plans for North Anna and Surry Power Stations (NAPS and SPS, respectively) Units 1 and 2. The proposed amendments would consolidate the NAPS and SPS local emergency operations facilities (EOFs), their common back-up central EOF, and their headquarters support organization. By email dated May 1, 2018, the NRC transmitted a request for additional information (RAI) related to the LAR. Dominion Energy Virginia responded to the NRC staff's RAI by letter dated June 13, 2018 (ADAMS Accession No. ML18169A224). The NRC staff reviewed that response and identified one item requiring additional clarification. By email dated July 25, 2018, the NRC stated that it appears Dominion Energy Virginia is still requesting a change to allow an extension of the currently approved augmentation timing from 60 to 75 minutes for staffing the NAPS emergency response positions and requested that we clarify and supplement our response to RAl-4 by submitting additional justification for this change. The requested clarification and justification is provided in the attachment.
