SURRY POWER STATION UNITS 1 AND 2 AND ASSOCIATED INDEPENDENT SPENT FUEL STORAGE INSTALLATION REVISION TO EMERGENCY PLAN REPORT OF CHANGE Pursuant to 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), a summary of the change analysis for Revision 8 to the Surry Power Station (SPS) Emergency Action Level Technical Bases Document (EAL TBD) is provided in the attachment. Incorporated by reference, the EALTBD is part of the SPS Emergency Plan. Revision 8 became effective on November 28, 2023.

The revision incorporates changes that did not require prior NRC approval and do not implement actions that reduce the effectiveness of the SPS Emergency Plan. The Emergency Plan continues to meet the standards of 10 CFR 50.47(b) and Appendix E.

Revision 72 became effective on February 1, 2023. Incorporated by reference, the SPS Emergency Action Level Technical Bases Document (EALTBD) is part of the Emergency Plan. Revision 8 to the SPS EALTBD incorporated the changes described below. A description of why each change was not a reduction in the effectiveness of the Emergency Plan and the regulatory basis for each non-editorial change is provided.

1. Attachment 1, Emergency Action Level (EAL) HU4.1 Basis, Page 188: A statement was added to clarify the emergency declaration time clock start and initial alarm statement. Specifically, it was clarified that the phrase initial alarm is intended to represent when multiple alarms are received, or when an additional alarm verifying a previously received single alarm is received. The 10 CFR 50.47(b)(4) emergency preparedness (EP) standard and EP function requiring a standard scheme of emergency classification action levels is still being met, because the clarification did not change the emergency action level thresholds for Initiating Condition HU4.1. The change provides a clarification to existing information in the bases, reducing the chances for confusion and improving the usability of EAL HU4.1 bases information.
2. Attachment 1, EAL M5 Basis, Page 235: The definitions of identified leakage and pressure boundary leakage were revised for consistency with Amendment 311 of the Technical Specifications for SPS Units 1 and 2.

Amendment 311 changed the Reactor Coolant System leakage definition to no longer exclude pressure boundary leakage from identified leakage and deleted the word unisolable from the definition of unidentified leakage. TSTF-554, Revision 1, Revise Reactor Coolant Leakage Requirements, (ADAMS Accession no. ML20016A233) and the model safety evaluation dated December 18, 2020 (EPID L-2019-PMP-0181) provide the technical justification for this change. The 10 CFR 50.47(b)(4) EP standard and EP function requiring a standard scheme of emergency classification action levels is still being met, because the EAL thresholds for Initiating Condition: RCS leakage for 15 minutes or longer did not change. Additionally, the changes in the definition of both Identified Leakage and Pressure Boundary Leakage continue to account for the sources and cumulative totals of leakage that contribute to the various thresholds.

An editorial change was made to Attachment 1, Category E - Independent Spent Fuel Storage Installation (ISFSI), page 111. The reference to security category EAL HA4.1 was replaced with a reference to EAL HA1.1. This corrected an error in a previous revision of the SPS EALTB. The SPS EALTB does not contain a security category EAL HA4.1.
