50-280 50-281 License Nos.: DPR-32 DPR-37 EMERGENCY PLAN REVISION - RELOCATION OF THE TECHNICAL SUPPORT CENTER (TSC) - EDITORIAL CORRECTION By letter dated November 18, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22322A182), as supplemented by letters dated May 31 (ML231678007) and August 7, 2023 (ML23220A148), Virginia Electric and Power Company (Dominion Energy Virginia) submitted a license amendment request (LAR) to revise the Surry Power Station (SPS) Units 1 and 2 Emergency Plan. The LAR addressed the relocation of the Technical Support Center (TSC) from its current location adjacent to the Main Control Room (MCR) to the building located outside the Protected Area (PA) previously used as the site Local Emergency Operations Facility (LEOF). The NRC approved the TSC relocation in its safety evaluation (SE) for SPS Units 1 and 2 License Amendments 315 and 315, respectively, included in its November 7, 2023 letter (ML23242A229).

Dominion Energy Virginia has reviewed the SE and noted a discrepancy in the NRC table, "Summary of TSC Dose Results," included in Section 3.6.2.4 on page 20 of the SE.

Specifically, the table indicates the total current license basis (CLB) alternative source term (AST) TSC dose is 1.442 rem Total Effective Dose Equivalent (TEDE). The actual CLB AST TSC dose value is 1.3 rem TEDE. (The exact total is 1.253 rem TEDE, which was conservatively rounded up to 1.3 rem TEDE.) The NRC total is based on correctly adding the table entries that were included in Table 4-1 of Dominion Energy Virginia's letter dated May 31, 2023, which provided a summary of the Loss of Coolant Accident (LOCA) dose calculation that was completed to confirm the projected dose to personnel in the proposed TSC from a design LOCA with a release to the environment would be less than the dose limit of five (5) rem TEDE. The difference resulted from a typographical error in the RWST Leakage dose value included in Table 4-1. The AST TSC RWST Leakage dose should have been 0.0210 rem TEDE instead of the 0.2100 value included in Table 4-1 of our May 31, 2023 letter.

2 Sources indicated with a result of"--" were deemed negligible with respect to the new TSC location due to source/receptor geometry.

Also, the NRC SE introduced a typographical error into the reproduction of the dose results table in that the word Skyshine was incorrectly spelled as Skvshine. This term is spelled correctly in the above table with highlighting added for emphasis.

Finally, one additional SE discrepancy was noted during our review. On page 18, Section 3.6.2.2, "Infiltration of Airborne Radioactivity," the following sentence reads:

The volume change stated above by the licensee, per SRP 6.4, allows for the least restrictive frequency for periodic verification.

The sentence should read:

It should be noted these editorial discrepancies have no impact on the conclusions of the SE.
