Dear Sir:

South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 IE Bulletin No. 79-14 Bulletin No. 79-14, received July 6, 1979, has been reviewed by Houston Lighting & Power Company. Also reviewed were Revision 1, Supplement 1, and Supplement 2 of Bulletin No. 79-14. Due to the current status of construction on the South Texas Project, the in-spection required by this Bulletin is unnecessary since no safety-related piping has yet been installed. Also, such an inspection will not be necessary in the future due to the construction procedures employed at the South Texas Project. The design control system requires that all design changes, including field changes, be re-viewed, approved, controlled and made a part of the design drawings before such changes can be made. This system provides for a continuous updating of the design drawings such that at any point in time, the as-built configuration and the design drawings are consistent.
