At 0840 CST 3/13/80, power vns removed from Containment Building Lower Compartment Radiation Monitor (1-RM-90-106) for maintenance. This action also removed power from Essential Row Cooling Water Radiation Monitors (1-RM-90-133 and 140) on A header. Two radiation monitors on E header (1-RM-90-134 and 141) remained operable. This was determined to satisfy LCO 3.3.3.9, Table 3.3-12. At 0300 CST 3/14/80, it was determined LCO 3.3.3.9, Table 3.3-12 was not correctly interpreted. Sampling of ERCW header A was initiated immediately per ACTION 29 of Table 3.3-12 of LCO 3.3.3.9. All effluent releases occurring during the period of ERCW radiation sonitor inoperability were monitored by the Cooling Tower Blow-down Radiation Monitor (0-RM-90-211). No unmonitored releases were made.

Conditions Prior to Occurrence:

Unit 1 in Mode 6.

Action specified in the Technical Specification Surveillance Requirements met due to inoperable equipment. Describe.

N/A Apparent Cause of Occurrence:
