SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION RESPONSE TO NRC INSPECTION FINDING DOCKET NOS. 50-498/80-01 AND 50-499/80-01

liner plate in the Unit 1 Reactor Containment Building. l The following information is provided in response to your letter.

A. Failure to Provide Timely Notification The damage to the liner plate was documented on Nonconformance Report (NCR) S-M3759-A which was initiated on January 16, 1980.

The NCR was subsequently submitted tc the Project Quality Assurance Supervisor to be reviewed ao a potentially reportable item pursuant to 10CFR50.55(e). Based upon his review and upon a evaluation of the safety significance ky the Project Licens-in Engineer, it was concluded that the liner plate damage was  !

not reportable in accordance with the criteria stated in 10CFR50.55(e). Therefore, the NRC was not notified of the incident.

B. Corrective Action Based upon the concern noted by the NRC in the referenced Inspection Report, HLSP is preparing a written report on the liner plate bulge which will address the criteria outlined in 10CFR50. 55 (e) (3) .

Recurrence Control Subsequent to the Inspection Report, the NRC IE Region IV Office provided HL6P revised criteria for meeting the 24-hour deadline imposed by 10CFR50.55(e)(2). According to these new criteria, HL6P is to report any significant occurrence to t:ie NRC within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after they are made aware of the problem. Should the occurrence be determined not reportable at a later date, then HL6P will submit a written response to the NRC stating that the occurrence is not reportable. Should the Incident Review Committee de-cide that the incident or occurrence is reportable, then a written report will be submitted as specified by 10CFR50. 55 (e) (3) .

The engineering procedure for handling reportable deficien-cies will be revised to provide for the Site QA Supervisor to notify the Resident Reactor Inspector within the pre-scribed 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of incidents considered "possibly" or "potentially" reportable. The draft procedure is attached.

D. Date When Full Compliance Will Be Achieved Until the revised procedure for reporting 10CFR50.55(e) items is approved, HL6P will follow the attached draft procedure. The engineering procedure for handling report-able deficiencies will be issued by April 11, 1980. A first interim report on the liner bulge will be issued by March 28, 1980.
