Dear Mr. Brunner* 7.J 1 This letter responds to your letter of February 25, 1981 which forwarded the report of the routine inspection of activities authorized by NRC License No. CPPR-95, conducted by Mr. Higgins of your office from January 1st to January 31st, 1981. Your letter stated that it appeared that one of our activities was not conducted in full compliance with NRC requirements. The apparent noncompliance and our response follow:

Apparent Noncompliance with 10CFR50, Appendix B, Criterion V, FSAR Paragraph 17.2.5, and LILCO Startup Manual, Appendix 4A Contrary to the above, PT. 315.001B and C, "125v DC Power Distribution Preop. Test" for the B and C Systems, were being performed in January 1981, while the DC Bus Current and Voltage meters and the Battery Charger DC output current and voltage meters, which are required for conducting the PT, had not been recalibrated within one year.

Backgro und A Startup Instruction had been issued on November 12, 1980 requiring the recalibration of pernanently installed meters prior to their use for recording data dLring any preoperational testing if calibration has not been done within the preseding twelve months. determined that either all calibrations were current, no instruments were involved which required calibration, or recalibration showed the instruments to be within the required tolerance. Performance of the permanently installed meters to be used during Preoperational Test 315.001B and c was compared with and found to be in agreement with the performance of currently calibrated meters prior to the start of the test, but no formal caliLration record was prepared.

Corrective Action and Results Testing was stopped when the condition was identified to minimize the potential for retesting, and all required instruments were recalibrated prior to resumption of testing.

All instruments used during the test were found to be within required tolerances and no retesting was necessary.

Steps Taken to Prevent Recurrence The requirement for insuring proper calibration of meter and test equipment was re-emphasized to the test personnel involm d and was included in the Training Program held for_ the Startt s organization on March 9,1981.
