Dear Mr. Tedesco:

I am in receipt of your letter of July 10, 1981 ar share your concern over the epparent inability of our joint efforts to bring the Shoreham SER Open Item issues to a conclusion.

I recognize the problem of significant demands on a limited staff within the NRC and feel your personnel reassignments substantially added to the requirement of readdressing issues that we thought were closed and having to provide additional informa-tion to the new reviewers.

As I have repeatedly committed my resources to this effort, you are aware that I have maintained a staff in Bethesda on an almost continuing basis to respend to your requirements.

I feel some degree of frustration in that it appears we are chasinF a moving target and would hope you could stabilize this s it us. tion .

You have my personal assurance that I will remain personally, closely involved in this effort until it is concluded and am currently encouraged by comments of Mr. Denton to our President, Mr. Uhl, that issuance of the SSER in late August is assured.

I am given to understhnd that our commitn nt to you to make required submittals by August 1 is being met and would hope your personal assessment would eliminate any further questions of significance, goI 1
