Alabama Power Company proposes the attached changes to the Joseph M.

Farley Nuclear Plant Operating License No. NPF-2, technical specifications involving the following items:

Technical Specification 3.0.5 is to be added, as requested, by the NRC, concerning operability of equipment when certain electrical power sources are not available.

The class of this proposed amendment is designated in accordance with 10CFR, Part 170 as a Class III change in that it is deemed not to involve a significant hazard consideration.

Technical Specification 3.8.2.2 contains an error in the number of 600 Volt Load Centers required to be operable in Modes 5 and 6. This is a pro forma change which is considered a Class Il change according to 10CFR, Part 170.

The Plant Operations Review Committee and the Nuclear Operations Review Board have reviewed the above proposed changes and have determined that the changes do not involve an unreviewed safety question as shown in the attached safety evaluations.

The class of each item in this proposed amendment is designated according to 10CFR, Part 170 requirements. A check for $5,200 is enclosed to cover the fees required.

In accordance with 10CFR50.30(c)(1)(1), three (3) signed originals and thirty-seven (37) additional copies of this proposed amendment are enclosed.

Safety Evaluation Basis:

The inclusion of Specification 3.0.5 has been requested by the NRC.

As revised by plant personnel, ACTION requirements are equivalent to requirements already contained in Specification 3.8.1 with the following exception: if emergency or normal power to safeguards equipment is inoperable, redundant equipment must be made OPERABLE within the time that would be allowed if emergency or normal power were not OPERABLE for any.of the redundant equipment or else changes in plant mode must be made as would be required if both emergency diesel generator sets or both offsite power sources were INOPERABLE. This will contribute to safe plant operation.
