Submittal of License Amendment Request #5 to HI-STORM 100 CoC

Dear Sir:

We are pleased to submit a request to amend the Certificate of Compliance for the HI-STORM 100 System (CoC 72-1014). This amendment request enhances the HI-STORM 100 System by adding site specific options for Indian Point Unit 1. Specifically, the HI-STORM lOOS Version B, MPC-32, and HI-TRAC IOOD have been shortened to accommodate site specific restrictions. A summary of the proposed changes, with detailed references to both the CoC and the HI-STORM 100 System FSAR, is attached. Given the client's need to move the fuel assemblies into dry cask storage and the small number of proposed changes in this license amendment request, we request an expedited review by the SFPO. It is our hope that the review and approval process for this focused amendment could be completed by March 2007.

We note that license amendment requests #3 and #4 to the HI-STORM CoC (References 3 and 4) are currently undergoing review by the SFPO. We have ensured that the changes requested in amendment #5 do not rely upon the changes requested in amendments #3 or #4. It should, therefore, be possible for the SFPO to review these amendment requests independently and in parallel.

Both the proposed CoC sections and the proposed revised FSAR sections are based on the latest official revisions of these documents (CoC Amendment 2 and FSAR Revision 4) and not on the proposed changed documents for amendments #3 or #4.
