Cook Nuclear Plant Units 1 and 2 NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM NOTIFICATION Indiana Michigan Power Company is the holder of National Pollutant Discharge Elimination System (NPDES) permit M10005827 for Donald C. Cook Nuclear Plant. Section 3.2 to Part II of Appendix B (Environmental Technical Specifications) to Facility Operating Licenses DPR-58 and DPR-74 requires copies of reports of violations of the NPDES permit be submitted to the Nuclear Regulatory Commission (NRC).

In a letter dated March 16, 2007, the Michigan Department of Environmental Quality (MDEQ) was notified that a sample pump containing a small amount of oil was lost in the Unit 2 discharge piping.

Approximately 0.17 liters of seal oil is contained in the pump assembly. The pump could eventually be damaged by the high velocity flow and the tortuous path of the discharge to a point where the oil would be released to the environment. Due to the small volume of oil, this spill does not pose a threat to the environment, public health, or safety. The notification of this event was provided to MDEQ per Part II, Section C.7 of the NPDES permit. In accordance with the Environmental Technical Specifications, a copy of the report is hereby provided to the NRC.

Donald C. Cook Nuclear Plant NPDES Permit No. M1 0005827 This notification is made pursuant to Donald C. Cook Nuclear Plant's (CNP) NPDES Permit MI 0005827, Part II, Section C.7, Spill Notification.

On March 8, 2007, at 1618 hours0.0187 days <br />0.449 hours <br />0.00268 weeks <br />6.15649e-4 months <br />, CNP Environmental department was notified that a sample pump containing a small amount of oil was lost in the Unit 2 discharge piping. Approximately 0.17 liters of seal oil is contained in the pump assembly. The pump could eventually be damaged by the high velocity flow and the tortuous path of the discharge to a point where the oil would be released to the environment. Due to the small volume of oil, this spill does not pose a threat to the environment, public health, or safety.

The pump had been out of service for repairs, and apparently vibrated loose after re-installation.

CNP personnel performed a visual inspection of the plant's discharges and the beach in the vicinity of the Unit 2 discharge. No sheen or oil was observed during the inspection on the afternoon of March 8, 2007.

Your office was notified of the spill at 1654 hours0.0191 days <br />0.459 hours <br />0.00273 weeks <br />6.29347e-4 months <br /> on March 8, 2007. Due to safety issues, a recovery of the pump from the 1200 foot long discharge pipe is not possible. Visual inspections of the discharge area are planned for this spring and summer when CNP personnel will also look for and recover the lost pump, if possible.
