Indiana Michigan Power INDIANA Cook Nuclear Plant MICHIGAN One Cook Place B ridgman, MI 49106 AEPcom A unit of American Electric Power July 21, 2011 AEP-NRC-2011-50 Docket Nos.: 50-316 U. S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555-0001 Donald C. Cook Nuclear Plant Unit 2 SUBMITTAL OF SPILL NOTIFICATION FOR NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT NO. M10005827 In a letter dated July 7, 2011, Indiana Michigan Power Company, the licensee for Donald C. Cook Nuclear Plant (CNP), Unit 2, submitted a spill notification for National Pollutant Discharge Elimination System Permit M10005827 to the Michigan Department of Environmental Quality. On June 29, 2011, at 1456 hours0.0169 days
0.404 hours
0.00241 weeks
5.54008e-4 months
, the CNP Environmental Department was notified that a submerged sample pump containing a small amount of oil was found to be missing and possibly swept into the Unit 2 Circulating Water (CW) System piping, which discharges to Lake Michigan.
The pump assembly contains approximately 0.17 liters of oil. The pump apparently vibrated loose from its mountings due to the turbulent discharge flow from the CW System. It is possible that the pump could be damaged by the high velocity flow and the tortuous path of the discharge piping such that the oil would be released to the environment. Due to the small volume of oil in the pump, this spill does not pose a threat to the environment, or public health and safety.
In accordance with Appendix B, "Environmental Technical Specifications" for CNP, Part II, Section 5.4.2, a copy of the notification is included as an enclosure to this letter.
There are no new or revised commitments in this letter.
Should you have any questions or concerns regarding this notification, please contact Mr. Jon H. Harner, Environmental Manager, at (269) 465-5901, extension 2102.
Sincerely, Michael K. Scarpello Regulatory Affairs Manager JEN/jmr Enclosure

Subject:
Donald C. Cook Nuclear Plant NPDES Permit No. MI 0005827
Dear Mr. Jordon:
This notification is made pursuant to the Donald C. Cook Nuclear Plant (CNP) NPDES Permit, MI 0005827, Part I!, Section C.7, "Spill Notification."
On June 29, 2011, at 1456 hours0.0169 days
0.404 hours
0.00241 weeks
5.54008e-4 months
, the CNP Environmental department was notified that a submerged sample pump containing a small amount of oil was found to be missing and possibly swept into the Unit 2 Circulating Water (CW) System piping which discharges to Lake Michigan. The pump assembly contains approximately 0.17 liters of oil. The pump may have vibrated loose from its mountings due to the turbulent discharge flow from the CW System. It is possible that the pump could be damaged by the high velocity flow and the tortuous path of the discharge piping such that the oil would be released to the environment. Due to the small volume of oil in the pump, this spill does not pose a threat to the environment, or public health and'safety.
On the aftemoon of June 29, 2011, CNP personnel performed a visual inspection of the lake surface and the beach in the vicinity of the Unit 2 CW System discharges. No sheen or oil was observed during the inspection. The Michigan Department of Environmental Quality was notified of the spill by telephone at 1545 hours0.0179 days
0.429 hours
0.00255 weeks
5.878725e-4 months
on June 29, 2011. Search and recovery of the pump from the 1200 foot long discharge pipe is not possible due to personnel safety issues. Underwater visual searches for the pump in the area of the CW System discharge are planned for this summer. If located, the pump will be recovered if possible. Based on the small quantity of oil available for potential release, CNP plans no additional preventative measures at this time.
Should you have any questions, please contact me at (269) 465-5901, extension 2102.
Sincerely, Jon H. Hamer Environmental Manager
