Cook Nuclear Plant Units 1 and 2 SUBMITTAL OF NON-COMPLIANCE NOTIFICATION FOR NPDES PERMIT M10005827 In a letter dated April 29, 2005, Indiana Michigan Power Company, the licensee for Donald C. Cook Nuclear Plant (CNP) Units 1 and 2, submitted a non-compliance notification for NPDES Permit M10005827 to the Michigan Department of Environmental Quality. On April 27, 2005, a routine visual observation of Internal Outfall OOA, Unit 1 Steam Generator Blowdown, indicated a very slight turbidity from suspended solids, or "unsatisfactory" condition. It is, however, an expected condition as the plant is returned to service from a refueling outage. Test results from an additional sample taken approximately 3.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> later were satisfactory. Visual observations of external outfalls 001 and 002 for April 27, 2005, were satisfactory.

In accordance with Section 3.2 of Part II of Appendix B of the Environmental Technical Specifications for CNP, a copy of the notification is being provided to the Nuclear Regulatory Commission as an attachment to this letter.

This letter contains no new commitments.

Dear Mr. Danneffel:

This notification is provided as required by Part II, Section C.6 "Noncompliance Notification" of NPDES Permit MI0005827.

On April 27, 2005, at 0012, a routine visual observation of Internal Outfall OA Unit 1 Steam Generator Blowdown indicated a very slight turbidity from suspended solids, or "unsatisfactory" condition. This is the first "unsatisfactory" condition since we switched from total suspended solids to visual observation for steam generator blowdown samples in the new permit. This is an expected condition as the plant is returned to service from a refueling outage where the steam generators sit stagnant for a period of time. An additional sample was taken April 27, 2005, at 0330, the result of this test was satisfactory. The condition does not pose a threat to the health and safety of the public. Visual observations of both the plants external outfalls 001 and 002 for April 27, 2005 were satisfactory.
