Cook Nuclear Plant Units 1 and 2 NON-PCB TRANSFORMER OIL SPILL NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM AND GROUNDWATER DISCHARGE AUTHORIZATION NOTIFICATION Indiana Michigan Power Company is the holder of National Pollutant Discharge Elimination System (NPDES) permit M10005827 and Groundwater Discharge Authorization (GDA) M00988 for the Donald C. Cook Nuclear Plant.
Section 3.2 of Part II of Appendix B (Environmental Technical Specifications) to Facility Operating Licenses DPR-58 and DPR-74 requires exceedence of the NPDES Permit to be reported to the Nuclear Regulatory Commission (NRC) by submittal of copies of the reports required by the NPDES Permit.
In letters dated July 8, 2002, the Michigan Department of Environmental Quality (MDEQ) was notified of a spill of approximately 25 gallons of non-PCB transformer oil that had leaked onto the ground. These notifications were provided to the MDEQ per Part II, Section C.7 of the NPDES Permit and Part II, Section C.7 of the GDA. In accordance with the Environmental Technical Specifications, copies of the reports are hereby provided to the NRC as Attachments 1 and 2 to this letter. This letter contains no new commitments.

On June 28, 2002 at 1830 hrs, a current transformer was dropped during transport. The damaged current transformer leaked.

Some areas of the underlying soil also contained oil. This soil was also collected and is awaiting proper disposal. This spill does not pose a threat to the environment, public health or safety.
We notified PEAS of the spill on June 28, 2002 @ 2015 hours0.0233 days <br />0.56 hours <br />0.00333 weeks <br />7.667075e-4 months <br />. A follow-up call was placed to the Kalamazoo District Office on July 1, 2002. An investigation is in progress to determine the cause of the rigging failure.
