Cook Nuclear Plant Units 1 and 2 NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT NONCOMPLIANCE NOTIFICATION Indiana Michigan Power Company is the holder of National Pollutant Discharge Elimination System (NPDES) Permit M10005827 for the Donald C. Cook Nuclear Plant. Noncompliance with the NPDES Permit is required to be reported to the Nuclear Regulatory Commission (NRC) by Appendix B (Environmental Technical Specifications) to Facility Operating Licenses DPR-58 and DPR-74, Part II, Section 3.2.

In letter dated November 8, 2002, I&M notified the Michigan Department of Environmental Quality (MDEQ) of a missed Plant Heating Boiler sample for Total Suspended Solids during a discharge period. This notification was provided to the MDEQ per Part II, Section C.6.b of the NPDES. Accordingly, a copy of this report is provided to the NRC as the attachment to this letter.

Dear Mr. Danneffel:

This notification is made pursuant to Cook Nuclear Plant's NPDES Permit MI 0005827, Part II. Section C. 6.b, Noncompliance Notification - Other Reporting.

On October 16, 2002 we failed to obtain a Plant Heating Boiler (Outfall 00C) sample for Total Suspended Solids during a discharge period. Approximately 413 gallons of boiler water was discharged on October 16, 2002 between 1016 to 1055 hrs. Plant Heating Boiler discharge Total Suspended Solids samples taken on October 19, 2002

@ 0225 were 17.8 ppm and <4.0 ppm @ 0915. This exceedence does not pose a threat to the environment, public health, or safety.

Personnel responsible for performing the test have been counseled to ensure they effectively communicate system manipulations to groups who sample the NPDES outfalls.
