KEWAUNEE POWER STATION INSPECTION REPORT 05000305/2007009 - RESPONSE TO NRC REQUEST On March 2, 2007, the Nuclear Regulatory Commission (NRC) issued an inspection report for the Kewaunee Power Station (KPS) (Reference 1) indicating a preliminary significance determination for a Yellow finding. On April 3, 2007, the NRC issued the final significance determination for a Yellow finding and notice of violation (Reference 2).

In a letter dated May 16, 2007 (Reference 3), the NRC assessed the KPS performance to be in the Degraded Cornerstone column of the NRC's Action Matrix. The letter also informed Dominion Energy Kewaunee, Inc. (DEK) the NRC would be conducting a supplemental inspection using Inspection Procedure 95002, "Inspection For One Degraded Cornerstone Or Any Three White Inputs In a Strategic Performance Area."

The NRC informed DEK the dates of the inspection would be established based on the completion of the cumulative root cause evaluation of the Yellow finding issue.

The May 16, 2007 letter (Reference 3) stated that the NRC would also conduct supplemental inspections using Inspection Procedure 95001, "Inspection for One or Two White Inputs in a Strategic Performance Area." The supplemental inspections are the result of the performance indicator for Unplanned Scrams per 7000 Critical Hours and the performance indicator for Emergency AC Power systems.

The NRC informed DEK that an additional review of the two White findings, using Inspection Procedure 95001, would likely be conducted with the Yellow inspection finding.

DEK has undertaken the steps necessary to assure that the cause evaluation and corrective actions are of sufficient scope and breadth to address the performance deficiencies. DEK requests the NRC perform the additional inspections identified in Reference 3 starting on or after October 22, 2007. DEK will notify the NRC promptly if there are any changes in the requested inspection schedule.
