Reasons and Justifications fo-r Changes to. the Wolf Creek Generating Station Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan Change 1 Section Affected: 14.2 Change: Removal of site-specific alternative methodologies for implementing the requirements identified in 1o CFR 73.55(i) (5) (vi)
Reason for Change: Compliance with 10 CFR 50.9(a) regarding section 14.2 of the Wolf Creek Generating Station Security Plan. ,
Justification: An armed member of the security force, capable of maintaining continuous communication with an individual in each alarm station and other members of the security force, shall provide random patrols of all accessible areas containing target set equipment at the required periodicity as defined in NRC' Regulatory Guide 5. 76, Physical Protection Programs at Nuclear Power Reactors. The security system performance needed to protect, with the objective of high assurance, against the design basis threat of radiological sabotage, continu*es to meet the general performance objective and requirements of 10 CFR 73.55 .. This change, section 14.2, does not reduce the safeguards effectiveness of the Wolf Creek Generating Station Security Plan. Therefore, this change has been made in accordance. with 10 CFR 50.54(p) (2).
Change 2 Section Affected: 15.1 Change: Addition of Light Emitting Diocie (LED) fixtures Reason for Change: The High Mast lighting has been modified by the addition of LED fixtures.
Justification: The addition of LED fixtures has been evaluated. and documented by Wolf Creek Generating Station as a direct replacement equivalency for the current fixtures employed to meet the requirements identified in 10 CFR 73.55(i) (6). This change, section 15.1, does not decrease the safeguards _effectiveness .of the Wolf Creek Generating Station Security plan.
Therefore, these changes have been made in accordance with 10 CFR 50.54(p) (2).

Change: Minor administrative changes and/or corrections Reason for Change: Periodic reviews revealed instances where the Wolf Creek Generating Station Security Plan contained minor inconsistencies when comparing to the NRC appr~ved Revision 7 of NEI 03-12 "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan, [and Independent Spent Fuel Storage Installation Security Program]."
Justification: These changes are administrative and/or editorial and do not decrease the safeguards effectiveness of the Wolf Creek Generating Station Security Plan. Therefore, these changes have been inade in accordance with 10 CFR 50.54(p) (2).
