In accordance with 10 CFR 50.2, Duke Energy Florida, Inc., formerly known as Florida Power Corporation, hereby submits the response to a Nuclear Regulatory Commission (NRC) request for additional information (RAI) received during a teleconference between the NRC Project Manager and Crystal River Unit 3 (CR-3) on June 27, 2013 regarding the April 15, 2013 submittal (Reference). The attachment to this letter provides the RAI response.

There are no new regulatory commitments made within this submittal.

Nuclear Regulatory Commission Attachment 3F0713-06 Page 1 of 2 RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION - CERTIFIED FUEL HANDLER TRAINING AND RETRAINING PROGRAM By letter dated April 15, 2013 (Reference 1), Duke Energy Florida, Inc., formerly known as Florida Power Corporation, requested approval of the Certified Fuel Handler (CFH) Training and Retraining Program for Crystal River Unit 3 (CR-3). On June 27, 2013, during a teleconference between the Nuclear Regulatory Commission (NRC) Project Manager and CR-3, the NRC asked the following question:

REQUEST FOR ADDITIONAL INFORMATION Is the CR-3 CFH Training and Retraining Program in conformance with Regulatory Guide 1.8, "Qualification and Training of Personnel for Nuclear Power Plants"?

Response

The CR-3 CFH Training and Retraining Program will conform to the requirements in Regulatory Guide 1.8, Revision 1, with clarifications. CR-3 Final Safety Analysis Report, Table 1-3, "Crystal River Unit 3 Quality Program Commitments," will be revised after the CFH Training and Retraining Program and License Amendment Request (LAR) #313 (Reference 2) are approved by the NRC. The wording in Table 1-3 will be revised to identify:

- Requirements for Senior Reactor Operator (SRO) Licenses will be replaced with CFH certification upon approval of LAR #313.

- Years of power plant experience and nuclear experience remain applicable, but the specific experience requirements of power operation above 20 percent full power, startup, and shutdown, identified by the American National Standards Institute (ANSI) in ANSI/ANS 3.1-1981, "Selection, Qualification and Training of Personnel for Nuclear Power Plants," sections 4.3.1.1.b, "Shift Supervisor Experience," and 4.3.1.2.b, "Senior Operator Experience," which refer to operating modes that will not occur, are no longer applicable based upon the permanently shut down and defueled condition of CR-3 (Reference 3).

- The Shift Supervisor and SRO training programs will no longer be accredited by the Institute of Nuclear Power Operations, once the licenses are terminated.

The CFH Training and Retraining Program will be based on a systems approach to training (SAT), in accordance with Section 50.120 of Title 10 of the Code of Federal Regulations, "Training and qualification of nuclear power plant personnel," and ANSI/ANS 3.1-1981. As a consequence, but in accordance with the SAT process, some items on the detailed list of course instruction provided in ANSI/ANS 3.1-1981, sections 5.2.1.1, "Nuclear Power Plant Fundamentals," 5.2.1.2, "Plant Systems," and 5.2.1.6, "Senior Reactor Operator Instruction,"

may be deleted from the program as they no longer become applicable to a decommissioning plant.
