)4~M I.INTRODUCTION A series of two preoperational Type"A" Integrated Leakage Rate Tests (ILRT)were performed on the primary containment structure of the Florida Power&Light Company St Lucie Plant Unit No.2 Pressurized Water Reactor.These ILRT tests were performed in conjunction with the ASME Section III, Class MC, Containment Overload Test.The ILRT tests were performed using the"Absolute Method" of testing in accordance with the Code of Federal Regulations, Title 10, Part 50, Appendix J-'Primary Reactor Containment Leakage Testing for Water-Cooled Power Reactors;and in accordance with ANSI N45.4-1972, American National Standard-Leakage-Rate Testing of Containment Structures for Nuclear Reactors.The first ILRT test was performed at a containment pressure equivalent to one-half of the peak accident internal pressure.The purpose of this test was to obtain a measured leakage rate to be used in determining the acceptance criteria should a reduced pressure periodic leakage rate program be elected for future testing.The second ILRT test was performed at a pressure in excess of the calculated peak containment internal pressure related to the design basis accident and specified in the Final Safety Analysis Report (FSAR)and the Technical Specifications.

~~This report describes and presents the results of these preoperational Type"A" leakage rate tests, including the supplemental test method utilized for verification.

II.

SUMMARY

To prepare the containment and associated systems penetrating the containment for the Type"A" ILRT, Type"B" Local Penetration leakage rate tests and Type"C" Local Containment Isolation Valve leakage rate tests were performed.

These Type"B" and Type"C" tests, collectively called Local Leakage Rate Testing (LLRT), are described in Section 6.2 of the FSAR.One containment isolat'ion valve exhibiting high leakage, I-V-25-20, could not be repaired prior to the ILRT and was blanked for the test.This valve is a twenty-four inch check valve installed in the Vacuum Relief System.Prior to pressurization of the containment vessel all containment systems and isolation valves were lined up to simulate accident conditions as described in Section 6.2 of the FSAR.Pressurization of the containment vessel was performed to support the Containment Overload Test sequence as defined by Chicago Bridge 6 Iron Company (CB&I)the containment vessel supplier.This test sequence was performed as ,specified by the ASME,Code,Section III for Class MC Vessels and included solution film tests for welded joints and pressurization of the containment to ,the overload test pressure of 50 psig.During the high pressure solution film test, ILRT leak survey teams found excessive leakage through 3/8 inch solenoid valve 2I-SE-05-lE and blanked the valve.This valve is the outboard Containment Isolation Valve for the Safety Injection Tank Sample system.The containment vessel was depressurized to 23 psig to allow performance of the low pressure ILRT.After an extended containment atmosphere stabilization period, containment leakage rate data was acquired for a twenty-four hour period.The simple mass point leakage rate was calculated as-0.006%/day.

The fitted mass point leakage rate for the same period was-0.010%/day with an upper confidence level (UCL)calculated as-0.009%/day.

The acceptance criteria for the low pressure ILRT is that measured leakage plus uncertainties be less than.265%/day (.75 times the low pressure design leakage).The supplementary verification Controlled Leakage Rate Test (CLRT)results verified the measured leakage within the allowable acceptance band.The containment was then repressurized to slightly above 44 psig'to allow performance of the high pressure ILRT.The containment atmosphere was allowed to stabilize and the accumulation of containment leakage rate data was initiated.

The period of data acquisition was extended beyond twenty-four hours due to a power failure on"the ILRT test instrumentation.

The simple mass point leakage rate was calculated as 0.026%/day.

The fitted mass point leakage rate for the same period was 0.024%/day with a UCL calculated as 0.026%/day.

The acceptance criteria for the high pressure ILRT is that measured leakage plus uncertainties be less than 0.375%/day

(.75 times the~~containment design leakage).The high pressure CLRT results verified the measured leakage within the allowable acceptance band.

Subsequent to the ILRT, repairs and LLRT measurements were made on the two penetrations which were blanked during the ILRT.The as-left leakage values for these valves were added to the ILRT measured leakage.The local leakages measured for these valves were less than 0.00003%/day and, therefore, nondetectable compared to the results quoted above.LLRT measurements were also performed on the three piping penetrations which were in service during the ILRT.The local leakages measured for these valves were less than 0.00002 percent/day and, therefore, nondetectable compared to the ILRT results quoted above.

III.TEST DISCUSSION A.Descri tion of the Containment The containment vessel completely encloses the entire reactor and reactor coolant system to ensure no leakage of radioactive materials to the environment in the unlikely event of a loss of coolant accident.The containment system design incorporates a free-standing containment vessel surrounded by a low leakage concrete shield building.A four-foot annular space is provided between the outer wall of the containment vessel and the inner wall of the shield building to allow filtration of containment vessel leakage during accident conditions to minimize off-site doses.The free-standing containment vessel is a two-inch thick right circular cylinder with a one-inch thick hemispherical dome and two-inch thick ellipsoidal bottom.The overall vessel dimensions are 140-foot diameter by 232-foot high.The vessel wall thickness is increased to a minimum of four inches adjacent to all penetrations and openings.The vessel is fabricated of.ASME-SA 516 Grade 70 fully killed pressure vessel quality steel plate.The net free volume of the containment vessel is 2.5 x 10 cubic feet.6 The containment vessel structure includes one personnel airlock, one emergency escape lock, one fuel transfer tube, one equipment maintenance hatch and one seal-welded construction hatch.All process piping and electrical penetrations are welded directly to the containment vessel nozzles with the~exception of the main steam, main feedwater and fuel transfer tube penetrations.

These penetrations are provided with testable multiple ply expansion bellows to allow for thermal growth or building differential motion.The containment vessel is designed and constructed in accordance with the requirements for Class MC vessels contained in Section III of the ASME code.The containment vessel is code stamped for a design internal containment pressure of 44 psig at a temperature of 264'F.The containment vessel and all penetrations are designed to limit leakage to less than 0.5 percent by weight of the contained air per day at the above design conditions.

The calculated peak accident pressure for the design basis accident for the St Lucie Plant Unit No.2 is 43.4 psig.B.Descri tion of ILRT Test Instrumentation The containment system was equipped with instrumentation to permit leakage rate determination by the"absolute method." Utilizing this method, the actual mass of dry air within the containment is calculated.

The leakage ate becomes the time rate of change of this value.The mass of air (Q)is calculated according to the Perfect Gas Law as follows: (P-Pv)V RT where: P-Containment Total Absolute Pressure Pv-Containment Water Vapor Pressure V-Containment Net Free Volume R-Gas Constant T-Containment Absolute Temperature The primary measurement variables required are containment absolute pressure, containment relative humidity and containment temperature as a function of time.During the supplementary verification test, containment bleed-off flow is also recorded.The Instrument Selection Guide or ISG is used to determine the ability of the instrumentation system to measure the leakage rate.The calculated ISG for this test met all acceptance criteria for all test instrumentation systems.1.Tem erature Instrumentation Forty precision Resistance Temperature Detectors (RTDs)were located throughout the containment to allow measurement of the volumetrically weighted average air temperature.

The location of the temperature detectors n the containment is depicted in Figure 1.Each RTD sensor was supplied with calibrated resistance vs temperature curve accurate to+O.loF.The sensitivity and repeatability of each RTD sensor is less than+0.01oF.The signal conditioning circuit and readout for the RTD sensors was ,a LGN 914 Numatron digital meter.The signal conditioning circuit and readout were calibrated to a total loop accuracy of+0.3oF.The signal conditioning circuit and readout operating as a total loop with an RTD in the circuit had a repeatability of+0.Ol F, a sensitivity of+0.01oF and a resolution of+0.0loF.2.Humidit Instrumentation Ten Resistance Humidity Detectors (RHDs)were located throughout the containment to allow measurement of the volumetrically weighted average containment vapor pressure.The location of the RHDs in the containment is depicted in Figure 2.The calibrated accuracy of the RHDs is+2.5 percent RH, the repeatability of the RHDs is+0.25 percent RH and the sensitivity of the RHDs is+0.1 percent RH.The readout device used for the RHDs was a Fluke 2240C datalogger.

The repeatability of this device is+0.01 percent RH while the resolution of the device is+0.01 percent RH.3.Pressure Instrumentation Two precision quartz bourdon tube manometers were used to determine containment absolute pressure.The arrangement of the tubing connections between the manometers and the containment is shown in Figure 3.Either manometer could be used as the primary pressure sensor for leakage rate alculations with the remaining sensor being considered as a backup.The calibrated accuracy of the manometers is+0.015 percent of reading or+.009psi for the high pressure test.The sensitivity, repeatability and resolution of the manometers is+0.001 psi.4.Flow Instrumentation Two variable area float-type rotameters were used to superimpose leakage during the supplementary CLRT.The piping connection between the rotameters and the containment is shown in Figure 3.One of the rotameters was calibrated for the low pressure test and the other rotameter was calibrated for the full pressure test.The accuracy, repeatability and sensitivity for the two rotameters in units of SCFM and converted to equivalent leakage values is given below: Equivalent Low Pressure Rotameter Accuracy+0.12+0.0028%/day Repeatability

+0.05+0.0007%/day C.Containment Pressurization E ui ment The equipment used to pressurize the containment is shown in Figure 4.The nine oil-free industrial diesel driven air compressors had a total nominal capacity of 10,000 ACFM.The compressed air was then routed to the FP&L ILRT dryer trailer for processing prior to entering the containment vessel.This trailer contained water cooled aftercoolers, moisture separators, deliquescent oil filters, refrigerant air dryers and a final post filter.This equipment assured that clean and dry air was used to pressurize the containment.

D.Descri tion of the Com uter Pro ram The Ebasco ILRT computer program is an interactive Fortran IV program written specifically for fast, easy utilization during all phases of the ILRT and CLRT.Data entry and modifications, if necessary, are readily accomplished by the data acquisition team.In addition to extensive data verification routines, the program calculates, on demand, total time and mass point leak rates as well as the 95 percent Upper Confidence Level for these leakage rate calculations.

Data rejection based upon the Chauvenet criterion may be utilized in the analysis, if required.Data evaluations are enhanced by the flexible display of either sensor variables or various computed values in tabular or graphical form on the computer terminal.Data is recorded on tape to prevent loss during the testing.All data is stored on the computer systems in use with retrieval capability to any desired data base throughout the testing.Temperature, pressure and humidity data are entered interactively via the computer terminal at 15~inute intervals.

Computer verification and checking routines supplement data verification by the data acquisition team.Modifications are promptly made when errors are detected.Prior to issuance of this report, further extensive data verification was performed.

Descri tion of the Testi Se uence On November 24, 1982 an inspection of the containment vessel and.internal components was made to prepare the containment for pressurization.

,.ILRT instrumentation response checks were made to ensure proper operation of all sensors and associated equipment.

These sensor response checks determined that RHD 2 and RTD 16 were defective and deleted from the computer alculations.

Penetration 67, valve V-25-20 on the Containment Vacuum Relief System was blanked off for the ILRT due to excessive leakage on the valve determined during LLRT testing.The containment was declared ready for pressurization and the air compressors started on 2050 hours0.0237 days <br />0.569 hours <br />0.00339 weeks <br />7.80025e-4 months <br /> on November 24, 1982.The sequence of pressure testing for the containment is graphically depicted on Figure 5.At 2255 containment pressurization was secured at 5.4 psig to allow for the low pressure solution film test portion of the CB&I overload test sequence.During the solution film test, ILRT leak survey teams found and repaired minor leaks on two containment pressure transmitters caused by incomplete construction on the system.The leak survey teams found evidence of leakage on an inboard containment isolation valve on the Containment Process Radiation Monitoring System.A containment entry was made and.valve FCV-26-1 was found open with air to the pneumatic operator isolated.The closing spring on the valve was suspected to be broken or missing and the valve was closed pneumatically with a temporary compressed air bottle.The temporary air bottle was removed and the containment entry was completed.

At 1313 hours0.0152 days <br />0.365 hours <br />0.00217 weeks <br />4.995965e-4 months <br /> on November 25, 1982, after successful completion of the Low Pressure Solution Film Test, containment pressurization to the next plateau was initiated.

At 1500 hours0.0174 days <br />0.417 hours <br />0.00248 weeks <br />5.7075e-4 months <br />, containment pressurization was secured at 10.5 psig internal pressure.Due to CB&I Company safety requirements for initial containment pressurization, 1 psi was bled from containment prior to personnel access.This 1 psi depressurization was complete at 1805 hours0.0209 days <br />0.501 hours <br />0.00298 weeks <br />6.868025e-4 months <br />.An internal containment inspection was made for the purpose of detecting containment leakage or evidence of internal pressure-induced structural deformation.

No evidence of leakage or damage was found during the internal containment inspection.

Following maintenance on the containment ILRT pressurization equipment, pressurization of the containment to the next test plateau was initiated at 0140 hours0.00162 days <br />0.0389 hours <br />2.314815e-4 weeks <br />5.327e-5 months <br /> on November 26, 1982.At 22 psig containment internal pressure, a brief halt in the containment pressurization was made to allow preoperational testing of the Containment Ventilation system.This test verifies operation of the Containment Fan Coolers at the equivalent air density to the steam-air mixture;present in the containment in post-accident situations.

The Containment Ventilation System operated successfully and met all design requirements.

Pressurization of the containment vessel above 22 psig was initiated at 600 hours0.00694 days <br />0.167 hours <br />9.920635e-4 weeks <br />2.283e-4 months <br />.The pressurization was made in 5 psi steps with a nominal five-minute hold at each step in accordance with the CB&I overload test procedure.

The 50 psig overload test plateau was achieved at 1520 on November 26, 1982.Test pressure was maintained for one-hour in accordance with the CB&I overload test procedure.

Depressurization of the containment to the 44 psig High Pressure Solution Film Test plateau was initiated at 1623 hours0.0188 days <br />0.451 hours <br />0.00268 weeks <br />6.175515e-4 months <br />.The ILRT leak survey teams were deployed during the high pressure Solution Film Test plateau.The teams found the Safety Injection Tank sample line isolation Valve 2I-SE-05-1E, leaking excessively and blanked off the penetration using a cap.The High Pressure Solution Film Test was successfully completed at 44 psig concluding the CB&I overload test procedure and ASME Section III testing.Depressurization to the Low Pressure ILRT plateau was initiated at 0855 hours0.0099 days <br />0.238 hours <br />0.00141 weeks <br />3.253275e-4 months <br /> on November 27, 1982.The test plateau was reached at 1602 hours0.0185 days <br />0.445 hours <br />0.00265 weeks <br />6.09561e-4 months <br /> at a pressure of 22.9 psig.This pressure is 1.2 psi above the required minimum pressure for the low pressure ILRT.Analysis of the ILRT instrumentation required deletion of RTD-31 from the computer program data base.An extended containment atmosphere stabilization period prior to the ILRT was completed at 2330 hours0.027 days <br />0.647 hours <br />0.00385 weeks <br />8.86565e-4 months <br /> on November 27, 1982.Twenty-four hours f ILRT data were accumulated showing stable data with a slightly negative leakage rate.Fitted mass point leakage rate for the primary pressure sensor indicated-0.016%/day leakage while data using the backup sensor indicated a fitted mass point leakage of-0.010%/day with a 95 percent Upper Confidence Level (UCL)calculated at-0.009%/day.

The simple mass point leakage rate was calculated as-0.006%/day.

The backup sensor data was selected due to three bad data points on the primary sensor caused by jarring of the device while routing temporary tubing in the vicinity.The low pressure ILRT was considered complete at 2330 hours0.027 days <br />0.647 hours <br />0.00385 weeks <br />8.86565e-4 months <br /> on November 28, 1982.The Supplemental Verification Controlled Leakage Rate Test (CLRT)was initiated by superimposing a bleed-off flow of 11.22 SCFM, equivalent to a superimposed leakage of 0.251X/day.

After allowing for a one-hour stabilization period, CLRT data taking was initiated at 0045 hours5.208333e-4 days <br />0.0125 hours <br />7.440476e-5 weeks <br />1.71225e-5 months <br /> on November 29, 1982.After four and one-quarter hours of data taking, the superimposed flow was secured.The fitted mass point leakage rate for the CLRT was 0.260X/day, well within the acceptance criteria.Pressurization to full pressure was initiated at 0522 on November 29, 1982 with the target pressure of 45.7 psig achieved at 1249 hours0.0145 days <br />0.347 hours <br />0.00207 weeks <br />4.752445e-4 months <br />.This pressure is 2.3 psi above the required test pressure of 43.4 psig to account for the expected pressure decrease due to temperature stabilization.

After a five-hour stabilization period, ILRT data taking was initiated.

After twelve nd one-half hours of stable leakage rate data, a power surge/failure to the LRT RTD instrumentation readout occurred causing a transient in the data.The data stabilized at 1215 hours0.0141 days <br />0.338 hours <br />0.00201 weeks <br />4.623075e-4 months <br /> on November 30, 1982 with an offset noticeable from the original data.At that point, data taking for the.twenty-four hour test was reinitiated with stable data apparent.At the end of the twenty-four hours the fitted mass point leakage rate was indicated as 0.024%/day with a UCL of 0.026%/day.

Simple mass point leakage rate was calculated as 0.026%/day.

~The supplemental high pressure CLRT was initiated by superimposing a bleed-off flow of 18.66 SCFM, equivalent to a superimposed leakage of 0.267%/day.

After allowing for a one-hour stabilization period, CLRT data taking was initiated at 1330 hours0.0154 days <br />0.369 hours <br />0.0022 weeks <br />5.06065e-4 months <br /> on December 1, 1982.After four and one-quarter hours of stable data, the superimposed flow was secured.The fitted mass point leakage rate for the CLRT was 0.279X/day, well within the acceptance criteria.Containment depressurization was initiated at 1801 hours0.0208 days <br />0.5 hours <br />0.00298 weeks <br />6.852805e-4 months <br /> on December 1, 1982.At 2055 hours0.0238 days <br />0.571 hours <br />0.0034 weeks <br />7.819275e-4 months <br />, depressurization was halted for slightly over one hour to allow movement of a truck carrying new fuel past the point where containment air was being discharged.

At 1325 hours0.0153 days <br />0.368 hours <br />0.00219 weeks <br />5.041625e-4 months <br /> on December 2, 1982 the containment was at atmospheric pressure and a post-test internal inspection was made.The internal inspection showed no evidence of structural deformation or equipment damage other than two or three broken light bulbs.

Subsequent to the ILRT, the RTD instrumentation readout was placed in a post-test calibration.

It was noted that a shift had occurred on the device which was identical to the shift noted during the ILRT.The shift was within the calibration accuracy requirements for the device and all other aspects of the readout were satisfactory.

The readout was considered operable and the data taken with the device considered satisfactory.

Inspections and repairs were made on three process piping penetrations following the ILRT period.Included were valves V-25-20 (CONTAINMENT VACUUM RELIEF SYSTEM)and 2I-SE-05-1A through 2I-SE-05-1E (SAFETY INJECTION TANK SAMPLE SYSTEM)which exhibited high leakage and the penetrations were blanked either prior to or during the ILRT period.Post-repair LLRT tests were performed with nondetectable leakage resulting.

Valve FCV-26-1 (CONTAINMENT PROCESS RADIATION MONITORING SYSTEM), which was found stuck open during the ILRT, was inspected and adjusted by the vendor.Subsequent functional tests and an LLRT test were performed with nondetectable leakage results.The three penetrations which were in use during the ILRT were subjected to LLRT tests with nondetectable leakage resulting.

IV.ANALYSIS AND INTERPRETATION The AS1K Code Containment Overload Test and Integ'rated Leakage Rate Tests were performed as a portion of the Preoperational Test Program for the St Lucie Plant Unit No.2 containment between November 24, 1982 and December 1, 1982.Description of the Containment Overload Test to fulfill ASME Section III requirements is covered elsewhere.

A successful reduced pressure and peak pressure ILRT program was conducted with the final measured leakage rate at peak pressure reported as 0.024 percent per day.The 95 percent Upper Confidence Level for this measurement was 0.026 percent per day.The acceptance criteria for this test is 0.375 percent per day or 75 percent of the containment design leakage.The first section of the low-pressure ILRT test plateau was containment atmosphere stabilization.

As shown in Appendix A.l, temperature stabilization criteria of 0.5 F/hr rate of change difference between the last hour and the last four hours was met in 4.25 hours2.893519e-4 days <br />0.00694 hours <br />4.133598e-5 weeks <br />9.5125e-6 months <br />.The atmosphere stabilization was extended for another 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> to assure adequate mixing of the containme'nt air following depressurization.

The ILRT measurements were taken for a 24-hour period and are presented in Appendix A.2.The Instrument Selection Guide (ISG)was calculated to be 0.00467 rcent per day prior to the Reduced Pressure ILRT and calculated to be 0476 percent per day after the test.The ISG limit was 0.25 x La (0.25 x.354 percent per day)or 0.0885 percent per day.The difference between the pre-and post-test ISG calculations was due to the deletion of humidity sensor number 2, temperature sensor number 16 and temperature sensor number 31.The Reduced Pressure Test results yield a-0.010 percent per day fitted I mass point leakage rate with a-0.009 percent per day Upper Confidence Level.The simple mass point leakage rate was calculated as-0.006 percent'er day.The negative measured leakage during the Reduced Pressure Test was caused by a combination of factors.First, the predicted maximum probable temperature error was 0.00158 F;however, the calculated maxim'um probable temperature error based on actual test data was 0.016 F.This was due to the manual acquisition of temperature data.Second, the actual containment leakage was so small that slight data taking errors prevented an accurate measurement and essentially masked the true leakage rate.Given a near'ero leakage, the probability of a measured leakage yielding a negative result does exist.During this test the temperature data created a higher than normal, but acceptable, maximum probable temperature error.This influenced the mass point calculations just enough to cause a slight negative slope.To demonstrate just how small this influence was, if the calculated mean temperature for the last sample was only 31 thousandths of degree higher, the resultant total time leakage would have been positive.Revision 1 (2!25/83)

(The likelihood of"out gassing" being a contributor to the negative leakage is not supported by the events and facts surrounding the Reduced Pressure Test."Out gassing" would create a parabolic image in the containment mass plot whereas the latter part of the mass plots would show a trend in the direction of lower mass points.This is because the time spent at a higher containment pressure prior to reducing to a lower containment pressure fox the test was relatively short compared to the ILRT.If"out gassing" were a factor, it surely would be indicated with a mass point trend change within the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> test period.Appendix A.2 shows that the mass points maintained a steady direction with no decreasing trend.Appendix A.2 shows in tabular and graphic form the sensor values and the resultant calculations.

The plot entitled,"Containment Air Masses" shows the negative sloped trend of air mass with a slight increase in"scatter" at the end of the test.Again, there is no parabolic trend indicating the possibility of"out gassing".The plot entitled,"Computed Leak Rates" presents the relationship of simple mass point (total time)calculations with fitted mass point calculations.

The plot entitled,"Computed Leak Rate Relative to Limits" provides the relationship of measured leakage and UCL (95 percent Upper Confidence Limit)with acceptance criteria.The remaining plots in Appendix A.2 show temperature, pressure and vapor pressure data.Based upon the above discussions, the issue of a negative leakage rate uring the low pressure ILRT is resolved satisfactorily to Florida Power and Light Company.Following the Reduced Pressure ILRT, the measured leakage of-0.010 percent per day was verified by a Controlled Leakage Rate Test (CLRT)which imposed a calibrated leakage of 11.22 SCFM which equates to 0.251 percent per day leakage.The measured results of the CLRT fell well within the criteria band of 0.153 percent per day and 0.330 percent per day and verified the Reduced Pressure ILRT measured results.The formulation of this criteria band is discussed in Appendix A.3 followed by the CLRT tables and plots.The Peak Pressure ILRT met the temperature stabilization criteria in 4.25 hours2.893519e-4 days <br />0.00694 hours <br />4.133598e-5 weeks <br />9.5125e-6 months <br />.A graphic and tabulated presentation of the temperature stabilization is shown in Appendix B.l.Initially, the ILRT began at 1745 hours0.0202 days <br />0.485 hours <br />0.00289 weeks <br />6.639725e-4 months <br /> November 29, 1982.A temperature transient or shift then occurred a day later necessitating a restart of the main portion of the ILRT.The Peak Pressure ILRT continued until 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of data and 97 samples were used as a basis for the leakage rate calculations.

The ISG was calculated to be 0.00265 percent per day prior to the test and calculated to be 0.00270 percent per day after the test.The ISG limit is 0.25 x La (0.25 x 0.5)or 0.125 percent per day.The difference between the pre-and post-test ISG calculations is due to the deletion of humidity sensor number 2, temperature sensor number 16 and temperature sensor number 31.

Appendix B.2 shows in tabular and graphic form the sensor values and resultant calculations.

The plot entitled,"Containment Air Masses" shows a low frequency process change where mass points are initially above the regression line then continue to cycle below and again above.This presentation is not unusual and is a result of the scale which tends to amplify existing conditions.

The data was smooth and possessed no abnormal trends nor outlying points.The plot entitled,"Computed Leak Rates" presents the relationship of simple mass point (total time)calculations with fitted mass point calculations.

As expected, the two calculations drew closer as the test progressed.

The plot entitled,"Computed Leak Rates Relative to Limits" is the keynote of the test.This plot shows the relationship of the measured leakage with its respective UCL (95 percent Upper Confidence Limit)to the acceptance criteria and notably well below limits.The remaining plots in Appendix B.2 show temperature, pressure and vapor pressure data.Following the Peak Pressure ILRT, the measured leakage of 0.024 percent per day was verified by a controlled leakage rate test (CLRT)which imposed a calibrated leakage of 18.66 SCFM or 0.267 percent per day.The measured results of the CLRT fell within the criteria band of 0.166 percent per day and 0.416 percent per day.The formulation of this criteria band is discussed in Appendix B.3 followed by the CLRT tables and plots.The post-ILRT Local Leakage Rate Test results are discussed in Section II.E of this report.The results have no influence on the measured leakages of the ILRT.To allow the option of performing a reduced pressure ILRT in future periodic ILRT tests, 10CFR50 Appendix J directs that the leakage acceptance criteria for a reduced pressure test to be established by using the results of the preoperational reduced pressure and peak pressure ILRTs.However, the reduced pressure leakage result is negative which when applied in the formula La (Ltm/Lam)yields a negative answer and generates an unreasonable test criteria.Therefore, the reduced pressure ILRT criteria for St.Lucie Unit No.2 is determined by the alternate formula La(Pt/Pa)1/2.5 (21.995/43.99)
