REACTOR AND SENIOR REACTOR OPERATOR INITIAL EXAMINATIONSCATAWBA NUCLEAR STATION - 05000413/2007301 AND 05000414/2007301

Dear Mr. Morris:

In a telephone conversation on August 20, 2007, between Mr. Hubert Dameron, Initial TrainingProgram Supervisor, and Mr. Edwin Lea, NRC Senior Operations Examiner, arrangementswere made for the administration of licensing examinations at the Catawba Nuclear Station. The operating tests will be administered during the weeks of December 3, 2007, and December10, 2007. The written examination will be administered during the week of December 10, 2007. The on-site preparatory week is scheduled for the week of November 5, 2007.As agreed during the telephone conversation, your staff will prepare the examinations based onthe guidelines in NUREG 1021, "Operator Licensing Examination Standards for PowerReactors", Revision 9. The NRC regional office will discuss with your staff any changes thatmight be necessary before the examinations are administered. Your staff and the NRC willconduct a review of the written examination in the NRC RII office during the week of November 12, 2007.To meet the above schedule, it will be necessary for your staff to furnish the examinationoutlines by September 14, 2007. The written examinations and operating tests, as well as thesupporting reference materials identified in NUREG 1021, ES-201, Attachment 2, "ReferenceMaterial Guidelines For Initial Licensing Examinations," will be due by October 15, 2007. Pursuant to 10 CFR 55.40(b)(3), an authorized representative of the facility licensee shallapprove the outlines, examinations, and tests before they are submitted to the NRC for reviewand approval. All materials shall be complete and ready-to-use. We request that any personal,proprietary, sensitive unclassified, or safeguards information in your response be contained in aseparate enclosure and appropriately marked. Any delay in receiving the required examinationand reference materials, or the submittal of inadequate or incomplete materials, may cause theexaminations to be rescheduled.In order to conduct the requested written examinations and operating tests, it will be necessaryfor your staff to provide adequate space and accommodations in accordance with NUREG1021, ES-402, "Administering Initial Written Examinations," and to make the simulation facilityavailable on the dates noted above. In accordance with NUREG 1021, ES-302, "AdministeringOperating Tests To Initial License Applicants," your staff should retain the original simulator DPC2performance data (e.g., system pressures, temperatures, and levels) generated during thedynamic operating tests until the examination results are final. Appendix E of NUREG 1021,"Policies and Guidelines For Taking NRC Examinations," contains a number of NRC policiesand guidelines that will be in effect while the written examinations and operating tests are beingadministered.To permit timely NRC review and evaluation, your staff should submit preliminary reactoroperator and senior reactor operator license applications (Office of Management and Budget(OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024),and waiver requests (if any)(OMB approval number 3150-0090) at least 30 days before the firstexamination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training hasbeen completed should be submitted at least 14 days before the first examination date.This letter contains information collections that are subject to the Paperwork Reduction Act of1995 (44 U.S.C. 3501 et seq.). These information collections were approved by the Office ofManagement and Budget, approval number Part 55 (3150-0018), which expires on June 30,2009. The public reporting burden for this collection of information is estimated to average 500hours per response, including the time for reviewing instructions, gathering and maintaining thedata needed, writing the examinations and completing and reviewing the collection ofinformation.
