Dear Ms. Brock:

This letter is to inform you that the Federal Emergency Management Agency (FEMA) has completed its Preliminary Capabilities Assessment (PCA) for the States of North Carolina and South Carolina risk and host counties offsite response organizations compensatory measures respond to an incident at the Catawba Nuclear Station in the aftermath of Hurricane Helene.

On October 4, 2024, based on the PCA performed and our review of available information gathered in discussions with the OROs, FEMA concluded offsite radiological emergency preparedness (EP) remains adequate to provide reasonable assurance and appropriate measures can be taken to protect the health and safety of the public in a radiological emergency at the Catawba Nuclear Station. At this time, FEMA is not initiating actions to conduct a Disaster Initiated Review (DIR) of offsite EP issues within the Catawba Nuclear Station 10-mile emergency planning zone.
