2017 PERRY NUCLEAR POWER PLANT INITIAL LICENSE EXAMINATION ADMIN JPM REVIEW COMMENTS JPM #/TITLE COMMENT RESOLUTION RO ADMIN JPMS OT-3701-ADM_029_RO

1. The difficulty level of this JPM is too low. This is a satisfactory surveillance with no abnormalities. Its level of difficulty would be enhanced by required the applicant to identify and address at least one out of specification item during the surveillance. The SRO version of this JPM (OT-3701-ADM_029SRO) has an out-of-specification condition.
1. (Facility) The level of difficulty of this JPM is increased because the RO typically uses ICS to check parameters and record a SAT or UNSAT into Tech Spec Rounds. This surveillance is only performed if the ICS computer is down. We can modify to have an OOS reading if desired.

(NRC) OK as submitted.

2. JPM Step 5

- Clarify whether completion of all indicated items on the Data Package Cover Sheet are Critical. 2. Added note stating:

"The checkmark in the NON TECH SPEC/PERIODIC TEST DATA block is not CRITICAL on the Data Package Cover Sheet.

1. JPM setting lists 'simulator', however it appears that photos of indicators will be provided to allow the JPM to be conducted in a classroom. This should be updated accordingly.
1. The Setup Instructions indicate this JPM can be done either in the simulator or classroom. If the simulator is used, Overrides are used to give the proper instrumentation indications. If the JPM is given in the classroom, then the pictures are used. We can decide setting during walkthrough week and modify as necessary.
2. It is requested that the facility provide a completed 'key' version of the calculation for use in grading.

4. (Facility) The SRO has 15 minutes from the time of Classification to give the paperwork to the Communicator to make the Notification. Modified Step 3 to say, 'Initial Notification form completed within 15 minutes.' Is this the intent of this comment?

(NRC) After further discussion, the critical time was changed to 13 minutes to allow time for communication to be made. Time based on metric used by facility for drills and exercises.

-M15 and respond to flow problems." This JPM is not listed as being an alternate path JPM on the coversheet or on Form ES-301-2 however. Additionally, the JPM does not contain an alternate path. It is unclear what the "-and respond to flow problems" portion of the task standard is referring to. The task standard needs to be updated to accurately reflect the required task to be performed.
