SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 -ADMINISTRATIVE CHANGE TO FACILITY OPERATING LICENSE IN CONJUNCTION WITH THE COMMISSION ORDER EA-06-037 AND REVISIONS TO PHYSICAL SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGUARDS CONTINGENCY PLAN (TAC NOS. MD2275 AND MD2276)

Dear Mr. Rosenblum:

By letter to the U.S. Nuclear Regulatory Commission (NRC) dated May 15, 2006, Southern California Edison (the licensee), submitted revisions to its security plans at San Onofre Nuclear Generating Station (SONGS), Units 2 and 3, as required by Order EA-06-037 and confirmed the full implementation of Order EA-06-037.

Order EA-06-037 provided an update to an adversary characteristic of the design basis threat.The NRC staff has completed its review of the changes related to implementation of Order EA-06-037.

As discussed in the enclosed safeguards evaluation (Enclosure 2), the NRC staff has determined that the licensee's changes to the security plans, as described in its letter dated May 15, 2006, meet the requirements of the NRC Order and Title 10 of the Code of Federal Regulations (10 CFR) Part 73 requirements and are, therefore, acceptable.

The effectiveness of these security provisions will continue to be the subject of NRC review and inspection.

Consistent with the Order, administrative license changes to Facility Operating License Nos.NPF-10 and NPF-15 for SONGS 2 and 3, respectively, are being made to incorporate the NOTICE: Enclosure 2 contains Security-Related Information.

Upon separation from Enclosure 2, this letter and Enclosure 1 are DECONTROLLED.

Before engaging in activities that may result in a significant adverse environmental impact that was not evaluated or that is significantly greater than that evaluated in the Final Environmental Statement, SCE shall provide a written notification of such activities to the NRC Office of Nuclear Reactor Regulation and receive written approval from that office before proceeding with such activities.

G. DELETED H. SCE shall notify the Commission, as soon as possible but not later than one hour, of any accident at this facility which could result in an unplanned release of quantities of fission products in excess of allowable limits for normal operation established by the Commission.

I. SCE shall have and maintain financial protection of such type and in such amounts as the Commission shall require in accordance with Section 170 of the Atomic Energy Act of 1954, as amended, to cover public liability claims.On September 29, 1983, the Safeguards Contingency Plan was made a separate, companion document to the Physical Security Plan pursuant to the authority of 10 CFR 50.54.Revised by letter dated March 6, 2007 Amendment No. 205 E.
