Dear Mr. Palmisano:

The U.S. Nuclear Regulatory Commission (NRC) has issued the enclosed Amendment No. 170 to Facility Operating License No. DPR-13, Amendment No. 238 to Facility Operating License No. NPF-10, and Amendment No. 231 to Facility Operating License No. NPF-15 for the San Onofre Nuclear Generating Station (SONGS), Units 1, 2, and 3, respectively. The amendments consist of changes to the SONGS Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan (the Security Plan) in response to your application dated December 19, 2016 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML16356A305), as supplemented by letters dated April 25, 2017, and November 2, 2017 (the supplemental information is not publicly available in ADAMS as the letters contain security-related and safeguards information).

The proposed changes more fully reflect the status of the facility, as well as the reduced scope of potential design basis threats of radiological sabotage related to the spent fuel once all fuel has been moved to dry cask storage within the onsite independent spent fuel storage installation (ISFSI), an activity which is currently scheduled for completion in 2019. The proposed changes replace the current SONGS Security Plan with an ISFSI-Only Security Plan.

The SONGS ISFSI-Only Security Plan addresses the protection of radiological materials at the facility that are covered by the SONGS Operating Licenses, and assumes that all spent nuclear fuel will be in storage at the onsite ISFSI before the plan is implemented. The NRC staff determined that the proposed SONGS ISFSI-Only Security Plan continues to meet the standards in Title 10 of the Code of Federal Regulations (10 CFR), Section 72.212, Conditions of general license issued under §72.210, Paragraph (b)(9). As such, the SONGS ISFSI-Only Security Plan provides reasonable assurance that adequate protective measures can and will be taken in the event of a physical security challenge at the site.

The amendments approving the SONGS ISFSI-Only Security Plan are provided in Enclosures 1, 2, and 3 to this letter for SONGS Units 1, 2, and 3, respectively. Enclosure 4 contains the staffs associated safety evaluation which includes safeguards information and should be protected from public disclosure. The Notice of Issuance will be included in the Commission's next biweekly Federal Register notice.

The application for a license amendment filed by the Southern California Edison Company and the San Diego Gas and Electric Company (the licensee), dated December 19, 2016, as supplemented by letters dated April 25, 2017, and November 2, 2017, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and applicable portions of the Commissions regulations set forth in 10 CFR Chapter I, and all required notifications to other agencies or bodies have been duly made; B. Construction of San Onofre Nuclear Generating Station, Unit 1 (the facility) has been completed in conformity with Construction Permit No. CPPR-13 and the application, as amended, the provisions of the Act, and the regulations of the Commission; C. The facility will operate in conformity with the application, as amended, the provisions of the Act, and the applicable rules and regulations of the Commission; D. There is reasonable assurance (i) that the activities authorized by this amended license can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with applicable portions of the Commissions regulations set forth in 10 CFR Chapter I; E. The licensee is technically qualified to engage in the activities authorized by this license in accordance with the Commissions regulations set forth in 10 CFR Chapter I; Enclosure 1

F. The licensee has satisfied the applicable provisions of 10 CFR Part 140, Financial Protection Requirements and Indemnity Agreements, of the Commissions regulations; G. The issuance of this license will not be inimical to the common defense and security or to the health and safety of the public; H. The issuance of this license is in accordance with 10 CFR Part 51, Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions, of the Commissions regulations and all applicable requirements have been satisfied; and I. The possession of source, byproduct, and special nuclear material as authorized by this license will be in accordance with the Commissions regulations in 10 CFR Parts 30, 40, and 70.

2. Accordingly, the license is amended by changes to paragraph 2.C(2) of Facility Operating License No. DPR-13, and is hereby amended to read as follows:

(2) Technical Specifications and Environmental Protection Plan The Technical Specifications contained in Appendix A, as revised through Amendment No. 170, are hereby incorporated in the license. Southern California Edison Company shall maintain the facility in accordance with the Technical Specifications.

3. This license amendment is effective as of the date of its issuance and shall be implemented within 60 days following the licensees submittal of a written certification to the NRC that all spent nuclear fuel assemblies have been transferred out of the SONGS spent fuel pools and placed in storage within the onsite independent spent fuel storage installation (ISFSI).

(3) SCE, pursuant to the Act and 10 CFR Part 70, to possess at any time special nuclear material that was used as reactor fuel, in accordance with the limitations for storage, as described in the Final Safety Analysis Report, as supplemented and amended; (4) SCE, pursuant to the Act and 10 CFR Parts 30, 40, and 70, to receive, possess, and use at any time any byproduct, source and special nuclear material as sealed sources for reactor instrumentation and radiation monitoring equipment calibration, and as fission detectors in amounts as required; and possess any byproduct, source and special material as sealed neutron sources that was used for reactor startup; (5) SCE, pursuant to the Act and 10 CFR Parts 30, 40, and 70 to receive, possess, and use in amounts as required any byproduct, source or special nuclear material without restriction to chemical or physical form, for sample analysis or instrument calibration or associated with radioactive apparatus or components; and (6) SCE, pursuant to the Act and 10 CFR Parts 30, 40, and 70, to possess, but not separate, such byproduct and special nuclear materials as may be produced by the operation of San Onofre Nuclear Generating Station, Units 1 and 2 and by the decommissioning of San Onofre Nuclear Generating Station Unit 1.

C. This license shall be deemed to contain and is subject to the conditions specified in the Commission's regulations set forth in 10 CFR Chapter I and is subject to all applicable provisions of the Act and to the rules, regulations and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:

Amendment No. 238

E. SCE shall fully implement and maintain in effect all provisions of the Commission-approved physical security, training and qualification, and safeguards contingency plans including amendments made pursuant to 10 CFR 72.212(b)(9) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p).

The combined set of plans, which contain Safeguards Information protected under 10 CFR 73.21 is entitled: "San Onofre Nuclear Generating Station Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan (Revision 0)," approved on April 5, 2018.

Pursuant to NRC's Order EA-13-092, dated June 5, 2013, NRC reviewed and approved the license amendment 232 that permitted the security personnel of the licensee to possess and use certain specific firearms, ammunition, and other devices, such as large-capacity ammunition feeding devices, notwithstanding local, State, and certain Federal firearms laws that may prohibit such possession and use.

F. This license is subject to the following additional condition for the protection of the environment:

Before engaging in activities that may result in a significant adverse environmental impact that was not evaluated or that is significantly greater than that evaluated in the Final Environmental Statement, SCE shall provide a written notification of such activities to the NRC Office of Nuclear Reactor Regulation and receive written approval from that office before proceeding with such activities.

G. DELETED H. SCE shall notify the Commission, as soon as possible but not later than one hour, of any accident at this facility which could result in an unplanned release of quantities of fission products in excess of allowable limits for normal operation established by the Commission.

I. SCE shall have and maintain financial protection of such type and in such amounts as the Commission shall require in accordance with Section 170 of the Atomic Energy Act of 1954, as amended, to cover public liability claims.

Amendment No. 231

Report. These exemptions are authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest.

Therefore, these exemptions are hereby granted. The facility will operate, to the extent authorized herein, in conformity with the application, as amended, the provisions of the Act, and the regulations of the Commission.

E. SCE shall fully implement and maintain in effect all provisions of the Commission-approved physical security, training and qualification, and safeguards contingency plans including amendments made pursuant 10 CFR 72.212(b)(9) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The combined set of plans, which contain Safeguards Information protected under 10 CFR 73.21 is entitled: "San Onofre Nuclear Generating Station Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan (Revision 0)," approved on April 5, 2018.

The amendments consist of changes to the SONGS Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan (the Security Plan) in response to your application dated December 19, 2016 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML16356A305), as supplemented by letters dated April 25, 2017, and November 2, 2017 (the supplemental information is not publicly available in ADAMS as the letters contain security-related and safeguards information).

The proposed changes more fully reflect the status of the facility, as well as the reduced scope of potential design basis threats of radiological sabotage related to the spent fuel once all fuel has been moved to dry cask storage within the onsite independent spent fuel storage installation (ISFSI), an activity which is currently scheduled for completion in 2019. The proposed changes replace the current SONGS Security Plan with an ISFSI-Only Security Plan.

The SONGS ISFSI-Only Security Plan addresses the protection of radiological materials at the facility that are covered by the SONGS Operating Licenses, and assumes that all spent nuclear fuel will be in storage at the onsite ISFSI before the plan is implemented. The NRC staff determined that the proposed SONGS ISFSI-Only Security Plan continues to meet the standards in Title 10 of the Code of Federal Regulations (10 CFR), Section 72.212, Conditions of general license issued under §72.210, Paragraph (b)(9). As such, the SONGS ISFSI-Only Security Plan provides reasonable assurance that adequate protective measures can and will be taken in the event of a physical security challenge at the site.

The amendments approving the SONGS ISFSI-Only Security Plan are provided in Enclosures 1, 2, and 3 to this letter for SONGS Units 1, 2, and 3, respectively. Enclosure 4 contains the staffs associated safety evaluation which includes safeguards information and should be protected from public disclosure. The Notice of Issuance will be included in the Commission's next biweekly Federal Register notice.

Pursuant to NRC's Order EA-13-092, dated June 5, 2013, NRC reviewed and approved the license amendment 232 that permitted the security personnel of the licensee to possess and use certain specific firearms, ammunition, and other devices, such as large-capacity ammunition feeding devices, notwithstanding local, State, and certain Federal firearms laws that may prohibit such possession and use.

F. This license is subject to the following additional condition for the protection of the environment:

Before engaging in activities that may result in a significant adverse environmental impact that was not evaluated or that is significantly greater than that evaluated in the Final Environmental Statement, SCE shall provide a written notification of such activities to the NRC Office of Nuclear Reactor Regulation and receive written approval from that office before proceeding with such activities.

G. DELETED H. SCE shall notify the Commission, as soon as possible but not later than one hour, of any accident at this facility which could result in an unplanned release of quantities of fission products in excess of allowable limits for normal operation established by the Commission.
