NEI 14-03, Revision 2, Format, Content and Implementation Guidance for Dry Cask Storage Operations-Based Aging Managem~nt, dated December 2016 Dear Commissioners and Staff: Pursuant to 10 CFR 72.42, Pacific Gas and Electric Company (PG&E) submits the attached application for renewal of the Humboldt Bay (HB) site-specific Independent Spent Fuel Storage Installation (ISFSI) License SNM-2514.

The current license expires Novem,ber 17, 2025. The application requests that this license be renewed for an additional 40 years beyond the current expiration date. The license Renewal Application (LRA) format and content are based on 10 CFR Part 72 and the guidance contained in References 1 and 2. The LRA is included in the Enclosure and is provided on one disk labeled, "Humboldt Bay Independent Spent Fuel Storage Installation Site Specific License Renewal Application, Revision 0, July 2018." It should be noted that the disk also -contains a copy of the HB ISFSI living Updated* Final Safety Analysis Report (UFSAR) as of March 2018. The UFSAR contains the current design bases

• information as required by 10 CFR 72.70 and is.being provided for reference purposes.

O.pdf 8.94 MB PG&E's decision to submit the lRA early is based on the current availability of individuals knowledgeable in the license renewal process, and the original design . and licensing of the HB ISf SI. PG&E requests a 60-day implementation period after receiving the renewed license so that applicable program and procedure changes can be completed.
