Mr. James M. Welsch Senior Vice President Generation and Chief Nuclear Officer P.O. Box 56 Mail Code 104/6 Avila Beach, CA 93424

SUBJECT:

HUMBOLDT BAY POWER PLANT, UNIT 3 - APPROVAL OF FINAL STATUS SURVEY REPORTS FOR OFFICE ANNEX, SECURITY BUILDING, INTAKE STRUCTURE, COUNT ROOM BUILDING, AND WASTE MANAGEMENT FACILITY SURVEY UNITS

Dear Mr. Welsch:

By letter dated September 24, 2020 (Agencywide Documents Access and Management System

[ADAMS] Accession Number ML20268B244), Pacific Gas and Electric Company submitted Final Status Survey Reports (FSSRs) for the Office Annex (survey units HBPP-FSSP-OFA01-01, 02, &Q01), Security Building (survey units HBPP-FSSP-SEC01 & 02),

Intake Structure (survey units HBPP-CHAR-OOL02-02), Count Room Building (survey units HBPP-FSSP-CRB01-01, 02, & 03), and Waste Management Facility (survey units HBPP-FSSP-WMF01-01, 02, 03, 04, 05, &06). The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed these FSSRs and the results presented are all a fraction of the Derived Concentration Guideline Limit. The gamma walkover scanning coverage described in the report was adequate. The survey and analyses for these survey units provided reasonable assurance that you can demonstrate compliance with the unrestricted release criteria in Title 10 of the Code of Federal Regulations (10 CFR) 20.1402, Radiological criteria for unrestricted use. Based on our review of the survey results, survey units HBPP-FSSP-OFA01-01, 02, &

Q01, HBPP-FSSP-SEC01 & 02, HBPP-CHAR-OOL02-02, HBPP-FSSP-CRB01-01, 02, & 03, and HBPP-FSSP-WMF01-01, 02, 03, 04, 05, & 06 are acceptable to support release of those areas for unrestricted use.

Further details on our review are provided in the enclosed safety evaluation.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice for Domestic Licensing Proceedings and Issuance of Orders, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. ADAMS is accessible from the NRC Web site at https://www.nrc.gov/reading-rm/adams.html.
