ISSUANCE OF RENEWED MATERIALS LICENSE NO. SNM-2514 FOR THE HUMBOLDT BAY INDEPENDENT SPENT FUEL STORAGE INSTALLATION (EPID NO. L-2018-RNW-0016)
Dear Mr. Welsch:
The U.S. Nuclear Regulatory Commission (NRC) has issued renewed License No. SNM-2514 and the Technical Specifications (Appendix A) for the Humboldt Bay Independent Spent Fuel Storage Installation (ISFSI). By letter dated July 10, 2018, (Agencywide Documents Access and Management System (ADAMS) No. ML18215A202), as supplemented October 22, 2018 (ADAMS No. ML18330A050), July 1, 2019 (ADAMS No. ML19197A026), July 25, 2019 (ADAMS No. ML19221B564) and November 21, 2019 (ADAMS No. ML19337C633), Pacific Gas & Electric (P&GE) submitted an application to the NRC for renewal of License No.
SNM-2514 for the Humboldt Bay ISFSI. Amendment No. 4 to License No. SNM-2514 is revised to include license conditions 18 and 19 that address aging management. Minor administrative clarifications were made, these include, reformatting of the license, deleting change bars and updating footers. All previous licensing actions are captured and incorporated into this renewed license. Therefore, amendments that have been issued through Amendment No. 4 are incorporated into this license. The renewed License No. SNM-2514 expires on November 17, 2065, 40 years beyond the expiration of the initial license term.
The technical basis for issuing the renewed license is set forth in the enclosed safety evaluation report for the Humboldt Bay ISFSI renewal. In connection with the issuance of the renewed license, an environmental assessment and finding of no significant impact were published in the Federal Register on May 5, 2020 (85 FR 26734). A notice of issuance of the renewed license will also be published in the Federal Register.
