~V~I 14.~REACTORTRIPSYSTEMRELIABILITY (AUTOMATIC ACTUATION OFSHUNTTRIPATTACHMENT FORWESTINGHOUSE ANDBOWPLANTS)Thepowerdistribution systemfortheroddrivemechanisms consistsoftwomotor-generator setsoperating fromtwoseparatenonsafeguards 480voltbuses.Thegenerators areparalleled throughWestinghouse typeDBaircircuitbreakersasshownonFigureI(Attachment 6),andfeedtherodpowercabinetsthroughtwoseriesconnected reactortripbreakers.

Theseriesreactortripbreakersaredesignated asR.T.A.andR.T.B.BypassbreakersBYAandBYBarearrangedsothattheycanbeconnected inparallelwiththetripbreakerstofacilitate onlinetesting.Onlyonebypassbreakerisallowedinserviceatatimesoastominimizethelikelihood oftworeactortripbreakersbeingbypassedatthesametime(seeFSARSection7.2-22.)FigureIshowstheexistingreactortripandpowerdistribution scheme.ThetwoseriesreactortripbreakersandthetwobypassbreakersareWestinghouse typeDB50sandareequippedwithtwotypesoftrippingfeatures.

Theundervoltage tripattachment (UV)tripseachbreakerautomatically when125VDCpowerisinterrupted totheUVs.Thetrippinglogicisformedbyauxiliary relaysRTlthroughRT14andrequiresthattwocontactsopentocauseavalidtripcondition.

Inaddition, eachreactortripbreakerwillopenonlossofdclogicpower.Eitherofthetworeactortripbreakersiscapableofcausinginterruption ofacpowertotherodmechanism, resulting inareactorshutdown.

Thesecondbreakertrippingfeatureistheshunttripcoil(STA).,This'isacommontripcoil(TC)thatuponbeingenergized, by125VDCcontrolpower,willcausethebreakerstotrip.ThisSTAfeatureispresently beingusedtomanuallytripthePTand/orBYbreakersfromremotelocations.

TheshunttripcoilsisnotshownonFigure1butisshownasTConFigure2~Boththetripandundervoltage attachments areelectro-mechanical devices.Whenenergized ordeenergized theywilloperatealinkageassemblywhichmechanically liftsupthetripperbar,causingthebreakertotrip.Themechanical partshavebeenmaintained and,todatehavenotshownanysignsofbinding,oranyothermalfunction thatwouldprecludeavalidtrip.However,toimprovetheoperability ofthetripperbarassemblyandtominimizethelikelihood ofafailureofabreakertotrip,amodification isproposed.

Thismodification isconsistent with'therequirements ofGenericLetter83-28,andisshownonFigureII(Attachment 6.)Thetwoexistingreactortripbreakerswillbemodifiedsoastouseareversetrippinglogictoautomatically activatetheexistingtripcoilconcurrent withthedeenergization ofthe

~>)~aCfiTkNJl'l undervoltage coil.Thiswillresult,intwosimultaneous mechanical forcesactingonthetrippe'r-barwherepresently onlyoneforceexists.Theauxiliary relaysthatformtheexistinglogichaveboth"a"and"b"typecontacts.

The"b"contactsclosewhentheRTrelaysdeenergize whil'ethe,"a"opens.The"b"contactswillbeusedtoformareverselogicwhichwillenergizethetripcoils.WhentheRTrelaysdropoutthe"a"logiccontactswillopen,deenergizing theundervoltage coilresulting intwosimultaneous forcesactingonthetripperbarassembly.

The125Vdcpowerfortheundervoltage tripassemblies issuppliedfromthereactorprotection cabinetsandisreferredtoaslogicpower.Theproposedshunttripcoilswillbepoweredbyseparate125VdcfusesineachreactortripbreakerandisreferredtoasControlPower.Theuseofseparately fusedsourcesaffordsadditional diversity tothetrippingscheme.Thisschemeasproposedisconsistent withtheWestinghouse genericdesignpackageoftheautomatic shunttripmodifi-cationassubmitted totheNRConJune14,1983,withexception thataninterfacing relayisnotrequired.

Theaddition, ofanewelectromechanical relayisnotrequiredsinceacomplete"b"reverselogiciseasilyformedusingtheexistingRTrelays.Anotherauxiliary relaywouldaddanadditional timedelaytotheresponsetimeassociated withtheshunttripfeature.InadditiontotheRTlogicrelaystrippingeachreactortripandbypassbreakers, arecentmodification wasinstalled whichautomatically tripsthereactortripbreakersusingtheUVA.Thisoccursatpowerlevelsbeloweightpercentandwithprimarytemperatures atorbelow350F.Thedesignintentwastoinsurethatthecontrolrodsareunlatched beforecoolingdown.Sincethisaddedtrippingfeatureisonlyusedwhentheplantisheatinguporcoolingdown,itsinclusion intothereverselogicisnotwarranted.

Specif-icallytheselowRCStemperature interlocks presently usedtotripeachreactortripbreakerusingtheUVAwillnotbeduplicated ontheshunttripcoillogic.Testingequipment oftheRTbreakerswillbeaccomplished usingexistingequipment.

Inaddition, bothdiversetrippingfeatureswillbeindependently tested.Thismodification willbeinstalled duringtherefueling outageof1985.

thetripresponsetimeofeachbreaker.Thebreakersaretrippedfromaremotelocationandthebreaker's "clearing" timeisrecorded.

Thistestisrepeatedasecondtimewheneachbreakeristrippedbysimulating anactual2outof3logicsignalwhichtripseachbreakerthroughtheRTrelays.Thistestingprogramwillbemodifiedtoindependently testeachofthetwodiversetrippingattachments.

Aspartoftheacceptance testingoftheinstalled diversetrippingattachments, on-linefunctional testingofthereactortripsystemwillbeperformed beforethereactorreaches100%power.Thebreakerresponsetimewillbedetermined bydeenergizing theundervoltage coilwiththeshunttripcoilblocked.Thetestwillthenberepeatedwiththeundervoltage coilblocked(energized) andthetripcoilactivated (energized).

Thebreakerclearingtimeswillberecordedandtrendedforsignsofdegradation.

Thereactortripbreakers, todate,haveexhibited responsetimesmuchfasterthanthemanufacturer's maximumrecommended value.Therefore, basedonthisdata,thefunctional testingwillcontinuetobeperformed onanannualorrefueling basis.However,shouldthebreakerresponsetimesincreaseandapproachthemaximumvalue,thenmorefrequent(online)functiontestingwillbeperformed.
