analysis, forallloadingconditions, wasdoneutilizing theTMRSAPcomputerprogram.'hesizeofthepressurizersafety/relief valvedischarge pipingsystemwassolargethatthecomputermodels,forbothRELAPandTMRSAP,strainedthelimitsoftheprograms.

Thiscondition necessitated multipleRELAPrunsinordertoexecutethethermalfluidtransient analysisfortheappropriate lengthoftime.Forthestructural analysisitwasnecessary toexpandthecoreoftheTMRSAPprograminordertoavoidanoverconservative overlapanalysis.

2.0CONCLUSION

S Theanalysisperformed byTESonthePressurizerSafety/ReliefValveDischarge PipingSystemindicates thatallcriteriaofNRCNUREG-0737, ItemII.D.1ismetfornormalandupset(PORVdischarge) conditions andisnotmetfortheemergency (SVdischarge) condition.

Evaluation ofnormalandupsetconditions requiredstructural analysisfordeadweight, thermal,OBEseismic,andPORVtransient shockloadingconditions.

Detailsofthevariousloadingsconsidered areprovidedinSection5.Basedonpreliminary SVthermalhydrodynamic transient

analysis, excessive loadsandstresseswereanticipated and,therefore, itwasdecided;foreconomicreasons,thataquartermodelSVthermaltransientanalysis(RELAP5)shouldbeperformed tochecktheadequacyofthesystemfortheemergency condition.

Inaddition, duetothesimilarities oftheUnit1andUnit2geometries, itwasdetermined thattheresultsofoneunitcouldbeconsidered applicable totheotherunit.Thequartermodelconsisted ofthepipingfromthepressurizer, throughvalveSV-45C,andcontinuing downtothequenchtank,forUnit2.TheSVtransient analysisconsidered onlytheeffectofvalveSV-45Copening.Theresultsofthequartermodelanalysisindicated substantial failureoftheentirequartermodelgeometry.

Considering thatTESisrequiredtoanalyzeforthesimultaneous openingofallthreeSVvalves(Reference 3),whichisamoresevereloadingcondition, itisevidentthatthequartermodelanalysisissufficient toprovethefailure,fortheemergency condition, ofbothUnits1and2.Therefore, thisreportforUnit1containsnoanalysisorresultsfortheSVthermalcondition ortheSVthermaltransient shockcondition.

ResultsoftheSVquartermodelanalysisperformed forUnit2arecontained intheUnit2report,TESTechnical ReportTR-5364-2 (Reference 6).

ItshouldbenotedthatvalvesNRV-151,NRV-152,NM0-151,NM0-152,'ndNMO-153areinexcessoftheveritical acceleration criteriaof2gforthePORVthermalshocktransient condition.

Thesevaluesareconsidered acceptable pertheapprovalgivenbyAEPintheirletterofMay26,1983fromMr.SamUlanofAEPtoMr.P.D.HarrisonofTES(Reference 7).

~FCCCCY~':fFC2~fAr!:.~sf~~CCC~,~C TechnicalReportTR-5364-1 Revision03-1-r<-TELEDYNE ENGINEERING SERV(CES3.0SYSTEMDESCRIPTION/DISCUSSION ThePressurizer Safety/Relief ValveDischarge Pipingconsistsofallofthepipingfromthepressurizer nozzles,downtothespargerinthequenchtank.Thisinformation isdepictedonTESdrawingE-5763,Revision2,generated fromAEPdrawings1-GRC-6,sheets1,',3,4;1-GRC-7;1-GRC-8;and1-GRC-9.The"Discharge" pipingconstitutes averylargesystemresulting inalargecomputermodel.Thesizeandgeometrical complexity, whichisduemainlytothesweepingcurvesaroundthepressurizer, complicates themodification effortinadditiontocausinglongerruntimes..Modification ofthiscomplexsystem,toattempttosecu'resatisfactory "SafetyValveDischarge" results,islimitedtodrainingtheSVloopseals.Heatingtheloopsealsisnotaviable"fix"becauseofthesizeoftheloops.Theselongloopscontainsufficient quantityofwatersuchthatonSVDischarge, thewatersealdoesnot"flash"completely enoughtoreducetheveryhighloadscausedbythewaterslug.Modification tothesupportsystemisalsoapooroptionbecauseoftheverylimitedspaceintheannulusaroundthepressurizer, whichmakesconstruction verydifficult.

Anotheraspectofthesystemthatcouldbeimprovedisthesettingoftheconstantspringsupports.

Duringthedataextraction ofthedeadweight analysisresults,itwasobservedthatthesupportsinthePORVloopareawerecausingsignificant upwarddisplacements ofthepipingsystem,asdetailed'in Section'.2.

Thestressesintheseregionsarehighand,althoughtheydonotexceedtheallowable, theycouldbereducedbyre-adjustment ofthespringsettings.

hg'=~~~4IQilL'~IfAI Technical ReportTR-5364-1 Revision04-1-ATELEDYNEENGINEERING SERVICES4.0THERMALFLUIDSANALYSIS4.1Introduction Thefollowing analysisdetermines thefluidforceswhichactonthepressurizer safetyandreliefvalvedischarge pipingoftheAmericanElectricPowerDonaldC.CookNuclearpowerPlant,Units1and2.Theseforcesaregenerated bythesuddenopeningofthepressurizer safetyandreliefvalvesduringoneormoreofthepressurizer transients described intheAEPsupplied1982lettertoTES.Theseforces,theresulting stressestheyapplytothepipingsystem,theresulting loadstheyimposeon'thepipesupports, andtheloadstheytransmittothesafetyandreliefvalvesbecameofincreased concernasaresultoftheincidentatThreeMileIsland.Following theThreeNileIslandincident, theNRCissuedNUREG0578andNUREG0737whichrequiredthateachutilitydetermine theeffectofsafety/reliefvalveoperation uponthevalveandthedischarge piping.Anelaborate programinvolving bothtestingandanalysiswasestablished underthegeneralmanagement oftheElectricPowerResearchInstitute (EPRI).Intensive testingofsafetyand~eliefvalveswasperformed atseverallocations acrossthecountry.Afullscalemodelofthepressurizer anddischarge pipingwasbuiltatCombustion Engineering inConnecticut.'imultaneously, ananalytical programwasinitiated tochooseandtestacomputerprogramwhichwouldpredictthefluidforces;RELAP5MODlwaschosen.ThisisthelatestinthefamilyofRELAPprogramsdeveloped attheIdahoNationalFngineeringLaboratory.

Inthisanalysis, TEShasusedRELAP5MOD1Version2.11asitismadeavailable throughControlDataCorpwithapost-processor, REPIPEversion3.10,whichcalculates thefluidforces.
