Pursuanttodiscussions withyourstaffonSeptember ll,1987,thepurposeofthisletteristorequestaone-timeinterpretation ofUnit1Technical Specification (T/S)3.5.2.e.Theinterpretation wouldallowanECCSsubsystem flowpathtobeconsidered operablewithflowfromaresidualheatremoval(RHR)pumpalignedtodeliverflowtoonlytwoofthefourreactorcoolantsystemloops,providedthesafetyinjection (SI)systemisalignedsuchthateachSIpumpcandeliverflowtoallfourreactorcoolantsystemloops.BackroundT/S3.5.2statesthattwoemergency corecoolingsystem(ECCS)subsystems mustbeoperable; itdefinesanoperableECCSsubsystem asincluding oneoperableSIpump,oneoperableRHRpump,andassociated flowpaths.ThisT/SallowstheoperatortoremoveoneECCSsubsystem forupto72hourswhileinModes1,2,or3whilemaintaining anoperableflowpathfortheopposingsubsystem.

TheRHRandsafetyinjection (SI)pumpconfiguration attheD.C.CookPlantissuchthatanyonepumpcandeliverflowtoallfourreactorcoolantloops.Thisisaccomplished bymeansofcross-tie valves.Withthecross-tie valvesclosed,eachpumpcanonlysupplyflowtotworeactorcoolantloops.Thecurrentsmall-break andlarge-break LOCAanalysesforD.C.CookUnit1assumethatthecross-tie valvesintheSIandRHRlinesareopen.Thisrequiresthatthecross-tie valvesbeopentosatisfytheoperableflowpathrequirement ofT/S3.5.2.eforModes1,2,and3.I'109170'2'70'1>i PDRAQOCN,05000315P00((g+A[pi<'s~i)o 4~~

Dr.T.E.Murley-2-AEP:NRC:1024B Inthepast,therewereinstances whereD.C.CookUnit1wasoperatedinModes1,2,or3withthecross-tie valvesclosed.Thevalveswereclosedtoallowmaintenance worktobeperformed onvarioussystemcomponents.

Becausethisoperation wasnotinagreement withtheexistingsafetyanalyses, itwasthesubjectofanEnforcement Conference heldatRegionIIIheadquarters onJanuary21,1987.Sincesomemaintenance workcanonlybeperformed ontheRHRorSIsystemsinModes1,2,or3withthecross-tie valvesclosed,wedecidedtopursuenewanalyseswhichwouldsupporttwo-loopinjection.

Thenewanalysesweresubmitted inourlettersAEP:NRC:1024, datedMarch23,1987,andAEP:NRC:1024A, datedMay13,1987.Theanalysespresented intheseletterssupported closingofeithertheSIsystemcross-tie valvesortheRHRsystemcross-tie valves,butnotboth.Thenewanalysesinvolvedlarge-break LOCAevaluations fortheRHRcross-tie valves,andsmall-break LOCAevaluations fortheSIcross-tie valves.Indiscussions withyourstaffonJuly29,1987wewereinformedthatthestaffhadnoproblemswiththeRHR(large-break) analysesbuthadremaining questions ontheSI(small-break) analyses.

Adraftresponsetothestaff'squestions ontheSIevaluation hasbeenreceivedfromWestinghouse ElectricCorporation, andiscurrently underourreview.Thedraftindicates thatthesmallbreakLOCAanalyseswesubmitted inourlettersAEP:NRC:1024 andAEP:NRC:1024A remainvalid,andthattheSIcross-tie valvesshouldbeallowedtobeclosed.ReasonForReuestOnSeptember 11,1987,it.wasdetermined thatavalveintheUnit1RHRsystemwouldneedtoberepaired.

D.C.CookUnit1iscurrently returning tooperation following refueling.

Repairing thevalveinMode3(ratherthanMode4)willsaveapproximately 36hoursofcriticalpathtimebutwillrequiretheRHRcross-tie valvestobeclosed.Webelievetheanalyseswehavepreviously submitted supportthisoperation (provided theSIcross-tie valvesremainopen).Additionally wenotethatsinceD.C.CookUnit1isreturning fromarefueling outage,decayheatinthecoreisminimalwhichfurthersupportsourconclusion thattheRHRcross-tie valvescansafelybeclosed.Althoughwehavebeeninformally toldthatthestaffhasnoproblemswiththeRHRanalysis, thenewanalysishasneverbeenformallyapprovedbytheNRC.Forthisreason,we,arerequesting aone-timeinterpretation ofT/S3.5.2.esuchthatwemayoperatewiththeRHRcross-tie valvesclosedwhileinMode3incidenttotherequiredvalvemaintenance.

Pursuanttotherequirements of10CFR170.12(c),

wehaveenclosedanapplication feeof$150.00fortheproposedinterpretation.
