Donald C. Cook Nuclear Plant Units 1 and 2 IMPLEMENTATION OF TECHNICAL SPECIFICATIONS LICENSE AMENDMENTS License amendments issued by the NRC contain a standard phrase, "This license amendment is effective as of the date of issuance."

This phrase creates a problem because frequently we do not receive the amendment for 10 to 14 days after issuance. This problem was discussed with your staff and the following request was determined to be the best solution, We request that all future Donald C. Cook Nuclear Plant Units 1 and 2 license amendments contain the following statement: "The licensee has 45 days from the date of issuance to implement this amendment unless otherwise specified."
