w/J Mr.HaroldR.tonATTACHMENT2BASISFORTECHNICALSPECIFICATIONCHANGEREQUESTThebasisforchangingtheTechnicalSpecificationisthatwehaveperformedasystemtestanddemonstratedthattheEastpumpwoulddeliver499gpmtotheReactorCoolantSystem(RCS)injectionpointswithanadditional80gpmsimulatedreactorcoolantpumpsealinjectionflow.Inaddition,wehaveperformedanevaluationofpumpoperationat580gpmtotalflowunderaccidentconditions,andthatevaluationhasshownthat.therewouldbeadequateNetPositiveSuctionHead(NPSH)forproperpumpoperationatthisflow.Onthisbasis,weconcludethatwiththesysteminitsminimumresistanceconfiguration,theECCSEastchargingpumpwillbeoperableinamannersoastoprecludetotalpumpflowfromexceedingrunoutconditions.Itshouldbenotedthat.inarrivingattheaboveconclusion,therunoutconditioniswiththepumpinthealignmentdelivering500gpmtotheRCSinjectionpointsandanadditional80gpmsimulatedreactorcoolantpumpsealinjectionflow.WithregardtotheWestpump,ourjustificationisthatbothpumpsareofsimilardesignandhavesimilarNPSHrequirements.IftheWestpumpwereallowedtodeliver500gpmtotheinjectionpoints,wewouldanticipatethattherewouldbenoproblemregardingrunoutbaseduponourEastpumptestresults,designsimilarity,andourNPSHevaluation.SincetheonlyitemofconcernwiththischangerequestismaximumECCSchargingpumpflow,andsincebothpumpsdelivertheminimumrequiredECCSflowwiththe'roperflowsplitbetweeninjectionpoints,wealsoconcludethatthisrequestedchangewillnotaffecttheminimumfloworflowsplitrequirementsasdefinedinthebasisforthisTechnicalSpecification.
