6.0ADMINISTRATIVECONTROLS6.1RESPONSIBILITY6.1.1ThePlantManagershallberesponsibleforoverallfacilityoperationandshalldelegateinwritingthesuccessiontothisresponsibilityduringhisabsence.6.2ORGANIZATIONONSITEANDOFFSITEORGANIZATIONS6.2.1Onsiteandoffsiteorganizationsshallbeestablishedforunitoperationandcorporatemanagement,respectively.Theonsiteandoffsiteorganizationsshallincludethepositionsforactivitiesaffectingthesafetyofthenuclearpowerplant.a.Linesofauthority,responsibility,andcommunicationshallbeestablishedanddefinedforthehighestmanagementlevelsthroughintermediatelevelstoandincludingalloperatingorganizationpositions.Theserelationshipsshallbedocumentedandupdated,asappropriate,intheformoforganizationalcharts.These-organizationalchartswillbedocumentedintheFSARandupdatedinaccordancewith10CFR50.71(e).b.ThePlantManagershallberesponsibleforoverallunitsafeoperationandshallhavecontroloverthoseonsiteactivitiesnecessaryforsafeoperationandmaintenanceoftheplant.C.TheVicePresident-NuclearOperationsshallhavecorporateresponsibilityforoverallplantnuclearsafetyandshalltakeanymeasuresneededtoensureacceptableperformanceofthestaffinoperating,maintaining,andprovidingtechnicalsupporttotheplanttoensurenuclearsafety.d.Theindividualswhotraintheoperatingstaffandthosewhocarryouthealthphysicsandqualityassurancefunctionsmayreporttotheappropriateonsitemanager;however,theyshallhavesufficientorganizationalfreedomtoensuretheirindependencefromoperatingpressures.FACILITYSTAFF6.2.2TheFacilityorganizationshallbesubjecttothefollowing:a.EachondutyshiftshallbecomposedofatleasttheminimumshiftcrewcompositionshowninTable6.2-1.b.AtleastonelicensedOperatorshallbeinthecontrolroomwhenfuelisinthereactor.c.AtleasttwocontrolroomshutdownandDEC.COOK-UNIT18809i90i00880906PDRADOCK050003i5PPNUlicensedOperatorsshallbepresentintheduringreactorstart-up,scheduledreactorduringrecoveryfromreactortrips.6-1AmendmentNo.
