~ti~CATTACHMENT4TOAEP:NRC:1315EVALUATIONOFSIGNIFICANTHAZARDSCONSIDERATION i'4 Attachment4TOAEP:NRC:1315Page1EvaluationofSinificantHazardsConsiderationThelicenseehasevaluatedthisproposedamendmentanddeterminedthatitinvolvesnosignificanthazardsconsideration.Accordingto10CFR50.92(c),aproposedamendmenttoanoperatinglicenseinvolvesnosignificanthazardsconsiderationifoperationofthefacilityinaccordancewiththeproposedamendmentwouldnot:1.involveasignificantincreaseintheprobabilityofoccurrenceorconsequencesofanaccidentpreviouslyevaluated;2.createthepossibilityofanewordifferentkindofaccidentfromanypreviouslyanalyzed;or3.involveasignificantreductioninamarginofsafety.Thelicenseeproposes,torevisetechnicalspecification(T/S)3/4.7,7,"SealedSourceContamination,"anditsassociatedbasestoaddresstestingrequirementsforfissiondetectors.Theproposedchangeswouldprovideconsistencywiththeunit2T/SrequirementsandNUREG-0452,"StandardTechnicalSpecifications."Thedeterminationthatthecriteriasetforthin10CFR50.92aremetforthisamendmentrequestisindicated'elow.1.Doesthechangeinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated?Theproposedchangesclarifytestingrequirementsforfissiondetectors.Whenthefissiondetectorsaretestedforsurfacecontamination,theydonotinterfacewithplantequipmentandtheydonotaffectplantoperation.Thedetectorsarenotassumedtoinitiateanaccident;therefore,theprobabilityofanaccidentpreviouslyevaluatedisnotchanged.Conductingtestspriortousinganewfissiondetectorprovidesassurancethatintakelimitswillnotbeexceeded.Thereisnochangetothenuclearmaterialcontainedinthedetector.Thefissiondetectorsarenotusedtomitigatetheconsequencesofpostulatedaccidents.Therefore,theconsequencesofanaccidentremainthesameaspreviouslyevaluated.Therefore,itisconcludedthattheproposedchangesdonotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.I2.Doesthechangecreatethepossibilityofanewordifferenttypeofaccidentfromanyaccidentpreviouslyevaluated?Theproposedchangesdonotaffectthedesignoroperationofsystems,structures,orcomponentsintheplant.Therearenochangestoparametersgoverningplantoperation,andnonewor Attachment4TOAEP:NRC:1315Page2differenttypeofequipmentwillbeinstalled.Therefore,itisconcludedthat.theproposedchangesdonotcreatethepossibilityofanewordifferentkindofaccidentfromanypreviouslyevaluated.3~Doesthechangeinvolveasignificantreductioninamarginofsafety?Theproposedchangesdonotintroducenewequipment,equipmentmodifications,ornewordifferentmodesofplantoperation.Thesechangesdonotaffecttheoperationalcharacteristicsofanyequipmentorsystems.Therefore,itisconcludedthatthesechangesdonotinvolveasignificantreductioninthemarginofsafety.Insummary,basedupontheaboveevaluation,theLicenseehasconcludedthatthesechangesinvolvenosignificanthazardsconsideration.

~~0fy' Attachment5toAEP:NRC:1315Page1EnvironmentalAssessmentTheLicenseehasevaluatedthislicenseamendmentrequestagainstthecriteriaforidentificationof'icensingandregulatoryactionsrequiringenvironmentalassessmentinaccordancewith10CFR51.21.TheLicenseehasdeterminedthatthislicenseamendmentrequestmeetsthecriteriaforacategoricalexclusionsetforthin10CFR51.22(c)(9).Thisdeterminationisbasedonthefactthatthischangeisbeingproposedasanamendmenttoalicenseissuedpursuantto10CFR50thatchangesarequirementwithrespecttoinstallationoruseofafacilitycomponentlocatedwithintherestrictedarea,asdefinedin10CFR20,orthatchangesaninspectionorasurveillancerequirement,andtheamendmentmeetsthefollowingspecificcriteria:(i)Theamendmentinvolvesnosignificanthazardsconsideration.Asdemonstratedinattachment4,thisproposedamendmentdoesnotinvolveanysignificanthazardsconsideration.(ii)Thereisnosignificantchangeinthetypesorsignificantincreaseintheamountsofanyeffluentthatmaybereleasedoffsite.Asdocumentedinattachment1,therewillbenochangeinthe,typesorsignificantincreaseintheamountsofanyeffluentsreleasedoffsite.(iii)Thereisnosignificantincreaseinindividualorcumulativeoccupationalradiationexposure.Theproposedchangeswillnotresultinsignificantchangesintheoperationorconfigurationofthefacility.Therewillbenochangeinthelevelofcontrolsormethodologyusedforprocessingofradioactiveeffluentsorhandlingofsolidradioactivewaste,norwilltheproposalresultinanychangeinthenormalradiationlevelswithintheplant.Therefore,therewillbenoincreaseinindividualorcumulativeoccupationalradiationexposureresultingfromthischange.
