-Application Call with Westinghouse CFFF for Removal of the Administration Building from the Controlled Access Area Date: Friday, December 14, 2018 8:38:00 AM On December 11, 2018, the NRC s taff hel d a pre-ap plication c all w it h Westinghouse Electric C ompany, LLC , Columbia Fuel Fabrication Facility (CFFF) s taff an d contractors to disc uss C FFF plans t o r emodel t heir ad ministration building.

They ant icipat e this project will r equire amendments t o their s pecial nuc lear materials (SNM) l icense SNM

-1 107, t he physical s ecurity pl an, a nd, possibly, t he site e mergency pl an in order t o redefi ne the controlled access a r ea to ex clude the administration building.

C FFF has t he goal ofcompleting this project p rior t o the site's 50 t h anniversary c elebration schedul ed for O ctober 2019. The C FFF staff p rovided a non-p ublic, s ecurity r elated slide presentati on (enclosure) on the proposed changes t o the s ite, t he i mpacts on t he controlled access a rea, a nd the pl ans to ensur e adequate security during c onstruction.

The CFFF staff pl an t o submit the lic ense amendment packag e t o the NRC i n early 2019. They pl an to use c ompensatory s ecurity and emergenc y r esponse measures dur ing c onstructi on t o maintai n compliance, pr ovide security for c onstructi on workers, and ens ure app ropriate ev ac uation routes.

The licensee expects t he env ironmental r eview w ill m eet t he c onditions for a c ategorical exclusion.N RC staff as ked if c onstruction activities m ay di sturb legacy c ontamination i n t he soil.The CFFF staff do not anticipate contamination i n or under t he adminis tration building, bu t they do plan to condu ct numerous s oil samples f or confirmation.

The N RC s taff s tated t hat onc e t he a mendment request i s received, the staff w ould conduct a site visit to support t he review. The CFFF s taff was s upportive.
