NRC Acceptance of the Fundamental Nuclear Material Control Rev. 43 and Emergency Plans Rev. 18 for Formal Review Date: Thursday, January 31, 2019 3:09:00 PM

Nancy, The U.S. Nuclear Regulatory Commission (NRC) staff has received your submittals for license amendments to update the Fundamental Nuclear Material Control (FNMC) and Emergency Plans (EP).
1. LTR-SR-18-20, WESTINGHOUSE FUNDAMENTAL NUCLEAR MATERIAL CONTROL PLAN, REVISION 43, December 17, 2018 (Agencywide Documents Access and Management System [ADAMS] Number ML18351A165)
2. LTR-RAC-18-87, WESTINGHOUSE SITE EMERGENCY PLAN REVISION 19 AND AMENDMENT REQUEST, December 18, 2018 (ADAMS Number ML18353A250)

We have completed our acceptance review of your submittals and have identified no administrative omissions or deficiencies that would prevent us from proceeding with a detailed review. Your submittals have been assigned Enterprise Project Identification Numbers (EPID) as follows:

1. FNMC - 000224/07001151/L-2019-MCA-0000; and
2. EP - 000093/07001151/L-2019-ERP-000.

Please reference these EPID numbers and Docket Number 0701151 in any future correspondence associated with these requests.

Please note that the NRC staffs technical review of your submittals may identify issues that require additional information. Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review by June, 2019. This date could change depending on the findings of our technical review, urgent assignments, or other factors. We will promptly communicate any significant changes to this schedule.

In addition, the NRC staff estimates that completing the review of your submittals will require the following staff hours:

1. FNMC - 40 staff hours which corresponds to about $10,520.00 ($263.00/hr); and
2. EP - 100 staff hours which corresponds to about $26,300 ($263.00/hr).

Note: The EP review is anticipated to be longer because the submital represents significant revision and may require a site visit to support the review.

In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of the NRCs ADAMS. ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Sincerely,

Matt Bartlett NMSS/FCSE/FFLB Fuel Cycle Project Manager 301-415-7154
