ACCEPTANCE FOR REVIEW OF WESTINGHOUSE ELECTRIC COMPANY TOPICAL REPORT WCAP-18443-P/WCAP-18443-NP, REVISION 0, QUALIFICATION OF THE TWO-DIMENSIONAL TRANSPORT CODE PARAGON2(EPID: L-2019-TOP-0047)

Dear Ms. Zozula:

By letter dated October 31, 2019 (Agencywide Documents Access and Management System Accession No. ML19308C034), Westinghouse Electric Company (Westinghouse) submitted to U.S. Nuclear Regulatory Commission (NRC) topical report (TR) WCAP-18443-P/WCAP-18443-NP, Revision 0, "Qualification of the Two-Dimensional Transport Code PARAGON2," Revision 0.

The NRC performed an acceptance review and found that the material presented is sufficient to begin our review. Initial requests for additional information will be transmitted to Westinghouse via BOX today. NRC is planning to issue a draft safety evaluation by March 19, 2021. This schedule information takes in consideration the NRCs current review priorities and available technical resources and may be subject to change. If modifications to these dates are deemed necessary, we will provide appropriate updates to this information.

The NRC staff estimates that the review will require approximately 700 staff hours including project management time. The review schedule milestones and estimated review costs were agreed upon via emails dated December 18, 2019 and January 14, 2020 between Parvez Khambatta, Westinghouse, and the NRC staff.

Section 170.21 of Title 10 of the CFR requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, NRC staff hours will be billed accordingly.

If you have questions regarding this matter, please contact me at (301) 415-3151.

Sincerely, Ekaterina Lenning, Project Manager Licensing Projects Branch Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission
