Dear Patrick Donnelly,

The NRC will conduct a routine inspection at the Columbia Fuel Fabrication Facility on March 13, 2023. The inspection will implement the following NRC inspection procedure(s) (IP):

IP 88055 - Fire Protection (Inspector: Joel Rivera-Ortiz, Leonard Pitts, Joseph Grice (In-Training))

This email requests a number of documents that we would like to obtain for our preparation activities (see attachment). If practical, we would like to have the documents at least a week prior to the inspection to facilitate our preparation and be able to conduct a productive inspection. In the attachment, we also specify additional documents and support needed for the on-site portion of the inspection.

Inspection Document Request for NRC Inspection at Nuclear Fuel Services, Inc.

The following is a request of documents the U.S. Nuclear Regulatory Commission (NRC) inspectors are interested in reviewing prior to the on-site inspection visit consistent with the guidance in NRC Inspection Manual Chapter 0620, Inspection Documents and Records. The documents provided in response to this request should contain enough information to facilitate the selection of specific inspection samples. Please provide the current version of these documents unless specified otherwise. If any of the information requested below does not apply to the facility, please specify in your response. The licensee is not required to provide documents that are already available in ADAMS. Electronic media is preferred for receiving the information, if readily available (preferably Microsoft Word format or searchable .pdf files). The NRC can establish a secure cloud-based file storage service to facilitate document sharing as needed. If there are any questions or concerns regarding the information requested, please contact the NRC inspection team lead.

INSPECTION PROCEDURE 88055 - FIRE PROTECTION Documents Requested for In-Office Preparation

1) Organization chart for the fire protection organization, including names and contact information of licensee personnel expected to support this inspection

2) Fire protection program document and associated implementing procedures, including procedures for:

a. control of transient combustibles, ignition sources, and inert atmospheres

b. storage and handling of combustible and flammable materials

c. fire brigade response

d. inspection, testing, and maintenance of fire protection systems including

1. fire and gas detection and alarm systems

2. fire dampers

3. fire barriers, including penetration seals

4. suppression systems

5. fire-fighting equipment

6. passive fire protection systems

7. emergency lightning

8. communication equipment

3) Description of changes to fire-related IROFS since the last NRC inspection in this area 2

4) List and brief description of corrective action program entries related to fire protection since the last NRC inspection in this area

5) Copy of corrective action program entries related to fire protection since the last NRC inspection in this area that resulted in a root cause, apparent cause, or extent of condition evaluation

6) Description of fire protection issues since the last NRC inspection in this area that resulted in compensatory measures

7) Copy of most recent audits or self-assessments related to fire protection

8) List of plant areas with the potential to have intermediate or high consequence events as a result of a fire.

9) Description of any fire-related surveillance or testing scheduled for the week of the NRCs inspection

10) Description of any fire brigade drills scheduled for the week of the NRCs inspection

11) List of NFPA Codes and respective editions incorporated into the facilitys fire protection program based on Chapter 8, Fire Safety Program, of the license application

12) List of NFPA equivalency justifications approved by the Authority Having Jurisdiction Documents/Support Requested for Onsite Inspection

1) Site support for plant tours of process areas and demonstration of fire protection equipment availability and functionality

2) Site support to coordinate interviews with fire-fighting representatives

3) Any updates to the Fire Protection Program that have occurred since this inspection information request

4) Complete records of selected surveillance tests for fire protection equipment including passive components (e.g., fire area boundaries, fire barriers, penetration seals, work area inspections, etc.) and active components (e.g., detection devices, water-based suppression, fire water pumps flow/pressure tests, fire water tanks, gaseous suppression, fire extinguishers, etc.)

5) Records confirming that training and qualifications for fire brigade personnel have been maintained

6) Copy of pre-fire plan(s) for selected process areas

7) Copy of the Fire Hazard Analysis or Fire Safety Analysis for selected process areas with the potential to have intermediate or high consequence events 3
