REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE FOR SUSQUEHANNA STEAM ELECTRIC

STATION, UNITS 1 AND 2 (TAC NOS. MF4426 AND MF4427)

Dear Mr. Rausch:

By letter dated January 5, 2015, 1 PPL Susquehanna LLC submitted its response to a request for additional information.

Attachment 2 to the Enclosure contained your affidavit dated January 5, 2015. In this affidavit, you requested that the information contained in the following document be withheld from public disclosure pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Part 2, Section 2.390: Attachment 1 to Enclosure of PLA-7274,

RAI 8: Credit Agency Reports" Attachment 1 to Enclosure of PLA-7274 is withheld in its entirety.

The affidavit stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

3. Attachment 1 contains confidential commercial information of third parties provided to PPL Corp. and/or its wholly owned subsidiaries, the disclosure of which would adversely affect those entities.
4. PPL Corp. and its subsidiaries customarily keep such information in confidence, and there is a rational basis for holding such information in confidence.

The information is copyright protected by its owners and they impose restrictions on its use and distribution under their licensing agreements with PPL Corp. and its subsidiaries.

5. Public disclosure of this information would cause harm to PPL Corp. and its subsidiaries by potentially placing it in violation of those agreements.

By letter dated January 13, 2015,2 PPL Susquehanna LLC submitted a letter regarding the Application for Approval of Indirect Transfer of Control.

Attachment 3 of the Enclosure contained an affidavit dated January 13, 2015, executed by Jon A. Franke, the Site Vice President for the Susquehanna Steam Electric Station.

In this affidavit, the information 1 Agencywide Documents Access and Management System (ADAMS) Accession No. ML 15007A408.

2 ADAMS Accession No. ML 15016A050.

T. Rausch contained in the following documents was requested to be withheld from public disclosure pursuant to 10 CFR 2.390: Attachment 1 P to Enclosure of PLA-7278, "PPL Susquehanna Projected Income Statements and Calculations of Six-Month Fixed Costs" Attachment 2P to Enclosure of PLA-7278, "PPL Susquehanna Updated Response to RAI 1 from PLA-7245, dated October 24, 2014" A nonproprietary copy of Attachment 1 P and 2P to Enclosure of PLA-7278 has been placed in the Nuclear Regulatory Commission's (NRC's) Public Document Room and added to the NRC Library in the Agencywide Documents Access and Management System (ADAMS) as Attachments 1 NP and 2NP to Enclosure of PLA-7278. P and 2P to Enclosure of PLA-7278 are withheld in their entirety.

The affidavit stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

3. Attachments 1 P and 2P of PPL Susquehanna's letter PLA-7278 contain confidential commercial information, the disclosure of which would adversely affect PPL Susquehanna, LLC. 4. This information has been held in confidence by PPL Susquehanna, LLC. To the extent that PPL Susquehanna, LLC has shared this information with others, it has done so on a confidential basis. 5. PPL Susquehanna, LLC customarily keeps such information in confidence, and there is a rational basis for holding such information in confidence.

The information is not available from public sources and could not be gathered readily from other publicly available information.

6. Public disclosure of this information would cause substantial harm to the competitive position of PPL Susquehanna, LLC because such information has significant commercial value to PPL Susquehanna, LLC. We have reviewed your application and the material in accordance with the requirements of 1 O CFR 2.390 and, on the basis of the statements in the affidavit, have determined that the submitted information sought to be withheld contains proprietary commercial information and should be withheld from public disclosure.

Therefore, the version of the submitted information marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.390(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.

If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.

Rausch If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC. You also should understand that the NRC may have cause to review this determination in the future, for example, if the scope of a Freedom of Information Act request includes your information.
