In References 2 and 4, the Nuclear RegulatoryCommission (NRC) requested additional information in order to complete the review.Energy Northwest submitted responses to the NRC requests via References 3 and 5.ADO WITHDRAWAL OF LICENSE AMENDMENT REQUEST FOR ADOPTION OF TSTF-493, REVISION 4, OPTION APage 2 of 2After further consideration, following discussion with NRC staff, Energy Northwestrespectfully withdraws the proposed LAR. As discussed at the November 13, 2014,meeting between NRC and the Technical Specification Task Force (TSTF) (ADAMSAccession No. ML1 4307A869), the TSTF is planning to clarify the intent of theterminology "change to a setpoint value." This may result in a potential revision to thetraveler and the associated model application and model Safety Evaluation for TSTF-493 Option A. The TSTF is also planning to work with NRC on the required content oflicense applications proposing to adopt Option B of TSTF-493. Option B adds a newprogram to the Administrative Controls section of the Technical Specifications titled theSetpoint Control Program and allows the relocation of instrument Allowable Values fromthe Technical Specifications to licensee control. Energy Northwest plans to monitor thestatus of these activities in order to determine the best option to pursue in the future.No new regulatory commitments are being made in this submittal.Should you have any questions or require additional information regarding this matter,please contact Ms. L.
