t RESEARCH REACTOR OPERATOR REQUALIFICATION PROGRAM REQUEST FOR ADDITIONAL INFORMATION IDAHO STATE UNIVERSITY RESEARCH REACTOR OPERATOR REQUALIFICATION PROGRAM DOCKET NO. 50-284
- 1. 10 CFR 55.53(e) requires operators to perform licensed functions for at least four hours per calendar quarter to maintain an active license. If this requirement is not met, the reactor operator cannot perform licensed functions until the provisions of 10 CFR 55.53(f) are satisfied. That is, before being activated,10 CFR 55.53(f) requires certification that qualifications are current and that the operator has performed a minimum of six hours of shift functions under the direction of a licensed operator or senior operator and in the position to which the individual will be assigned.
Section VI of the requalification program requires operators to perform "at least six hours of licensed functions," prior to reinstatement of the license.Section VI further states "Part of these six hours of licensed functions may be from the hours from the previous calendar quarter." Does this mean that an operator can " bank" hours in one quarter and withdraw these hours in a subsequent quarter? For example, can an operator perform 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> of licensed functions in quarter 1, not perform any licensed functions in quarter 2, and then " withdraw" six hours from quarter 1 to satisfy the requirements of 10 CFR 55.53(f) to perform licensed functions in quarter 3?
Provide clarification of this point to ensure that the operator is required to perform a minimum of six hours of shift functions in a reasonable time period after the quarter in which the four hours of minimum licensed activity was not accomplished.
- 2. The requalification plan describes actions to be taken in the event an operator fails to attain a satisfactory grade on any evaluation. However, the requalification plan does not describe the actions to be taken in the event of missed training. Provide what mechanism is proposed for operators who miss a scheduled requalification lecture to be provided with a makeup lecture.
