Gentlemen:
This refers to the inspection conducted by Mr. H. D. Chaney of thip' office
during the period February 26 through March 1,1989, of the activ' ties
authorized by NRC Operating License R-110 for Idaho State Univetsaty Reactor
Laboratory, and to the discussion of our findings with Dr. A. Wilton and other
, members of your staff at the conclus.3n of the inspection.
Areas examined during the inspection included reactor operations, radiation
protection, emergency preparedness, nuclear materials safeguards, and physical
security programs. Within these areas, the inspection consisted of selective
examination of procedures and representative records, interviews with
personnel, and observations by the inspector. The inspection findings are
documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements. Consequently, you are required to respond to
these violations, in writing, in accordance with the provisions of
Sections 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
Federal Regulations. Your response should be based on the specifics contained
in the Nctice of Violations enclosed with this letter.
In accordance with 10 CFR Part 2.790(d), the documentation enclosed concerning
your Physical Security Plan (the Attachments to Appendixes A and B to this
letter) are exempt from disclosure. Therefore, these Attachments will not be
placed in the Public Document Room.
We have also ext. mined actions you have taken with regard to previously
identified inspection findings. The status of these items is it' 'tified in
paragraph 2 of the enclosed report.
The response directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511. <
