PREPARATION AND SCHEDULING OF OPERATOR LICENSING EXAMINATIONS Nuclear Regulatory Commission (NRC) Regulatory Issue Summary 2003-14, Preparation and Scheduling of Operator Licensing Examinations, requests that licensees submit, on a voluntary basis, an NRC Form 536. Operator Licensing Examination Data. This form provides: A) Proposed Examination Preparation Schedule; B) Initial Operator License Examinations; and, C) Proposed Generic Fundamentals Examination Schedule. The purpose of these estimates is to assist the NRC in budgeting and scheduling the use of its resources.

In response to this request, Nuclear Management Company, LLC estimates have been completed for Palisades Nuclear Plant on NRC Form 536 and are attached.

This letter contains no new commitments and no revisions to existing commitments.

PALISADES NUCLEAR PLANT CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS

Dear Mr. Malone:

In a letter dated September 22, 2003, your staff responded to NRC Regulatory Issue Summary (RE) 2003-14, "Preparation and Scheduling of Operator Licensing Examinations." An initial license examination was requested for the weeks of May 23, and May 30, 2005, and another initial license examination for the weeks of December 4, and December 11, 2006. The requested examination for May 2005 has been scheduled and a chief examiner assigned to that examination. The examination requested for December 2006 will be scheduled as we approach that date.

On-site validation of the examinations will occur at Palisades Nuclear Plant approximately 3 weeks before the examination administration date. In the unlikely event that we are unable to support the examinations during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examinations at a mutually acceptable date.

As indicated in your RIS response letter, your staff will develop the examinations. Please inform us if the number of candidates decreases below 10 as this will impact the examination schedule.

A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. SCHEDULING AND DETAILS OF THE MAY 2005 INITIAL LICENSING EXAMINATION AT PALISADES NUCLEAR PLANT

Dear Mr. Malone:

In a telephone conversation on August 2, 2004, between Mr. G. Smith, Initial License Training Supervisor, and Mr. D. McNeil, Reactor Engineer, arrangements were made for the administration of licensing examinations at the Palisades Nuclear Plant the weeks of May 23, and May 30, 2005. In addition, the NRC will make an examination validation visit to your facility the week of April 25, 2005. Your staff will be given the opportunity to review the examinations at that time.

The NRC will prepare the examinations based on the guidelines in Drafl Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." If Draft Revision 9 of NUREG-I021 is issued in final format during the examination preparation time, the examination will be completed in accordance with the instructions issued in Final Revision 9 of NUREG-1021.

To meet the above schedule, it will be necessary for your staff to furnish the reference materials identified in Attachment 2 of ES-201 at your earliest convenience. Any delay in receiving the required reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.' We will send a follow-up letter approximately 120 days before the examination to provide the chief examiner's name and final details on administration of the examination. Appendix E of NUREG-I021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being developed and administered.

The U. S . Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. Gregory A. Baustian. Note that any examination waivers have been addressed in separate correspondence.

The NRC will administer the written examinations and operating tests in accordance with Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors,"

during the weeks of May 23 and May 30,2005.
