OF NOVEMBER 20, 2018, PUBLIC TELECONFERENCE CALL WITH ENTERGY NUCLEAR OPERATIONS, INC., REGARDING EMERGENT ALTERNATIVE REQUEST FOR REPAIR OF CONTROL ROD DRIVE NOZZLES AT PALISADES NUCLEAR PLANT (EPID L-2018-LRM-0087)

On November 20, 2018, a Category 1 public teleconference call was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Entergy Nuclear Operations, Inc. (Entergy, the licensee).

The purpose of the call was to discuss a proposed emergent request for an alternative involving repair to certain control rod drive mechanism (CROM) nozzle-to-reactor-head penetrations at the Palisades Nuclear Plant (PNP). The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18320A094.

The meeting notice is also posted on the NRC public Web site. Entergy stated that it plans to submit an emergent request for an alternative to requirements in American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, Section Ill, "Rules for Construction of Nuclear Facility Components";

Section XI, "Rules for lnservice Inspection of Nuclear Power Plant Components";

and Code Case N-638-6, "Similar and Dissimilar Metal Welding Using Ambient Temperature Machine GTAW [Gas Tungsten Arc Weld] Temper Bead Technique,Section XI, Division 1." The request is needed for repairs to CROM nozzle numbers 25, 33, and possibly 36. Entergy and representatives from Framatome briefly described the unique features of the PNP reactor vessel head. The Framatome representative continued with a description of the proposed repair method for the nozzles. The planned repair method is commonly referred to as the "half nozzle repair" technique.

Entergy enumerated the reasons for the request. The NRC staff asked a few clarifying questions regarding the evaluations performed to support the request. More specifically, the staff asked if corrosion of the reactor vessel head had been considered.

Entergy stated that the corrosion had been considered, and that the corrosion and fatigue analyses showed that the remaining flaw after repair will be acceptable for essentially 27 years. Entergy stated that it plans to submit the request by November 26, 2018, and will ask for verbal authorization by December 3, 2018. The public was invited to listen to the call and was given an opportunity to communicate with the NRC after the business portion, but before the call was ended. Members of the public were present on the call; however, no comments were made to the NRC staff. No regulatory decisions or commitments were made during the meeting. No public meeting feedback forms were received.
