b.ThePlantManagershallberesponsible foroverallunitsafeoperation andshallhavecontroloverthoseonsiteactivities necessary forsafeoperation andmaintenance oftheplant.C.TheVicePresident

• RegularNSDRCmembersareexpectedtoattendthemeetingwheneverpossible, andalternates mayattendasvotingmembersonlyonanirregular basis.Ifbotharegularmemberandhisalternate attendameeting,onlytheregularmembermayparticipate asavotingmember,andthealternate isconsidered aguest.**Independent reviewsmaybeperformed bygroupswhichreportdirectlytotheNSDRCandwhichmusthaveNSDRCmembership participation.

ADM'ENISTRATIVE CONTROLSshallbeapprovedbytheappropriate department headaspreviously designated inwritingbythePlantManager.ThePlantManagershallapproveSecurityPlanimplementing procedures, Emergency Planimplementing procedures andPlantManagerProcedures'emporary changestoprocedures whichdonotchangetheintentoftheapprovedprocedures shallbeapprovedforimplementation bytwomembersoftheplantstaff,atleastoneofwhomholdsaSeniorOperatorlicense,anddocumented.

Thetemporary changesshallbeapprovedbytheoriginalapprovalauthority within14daysofimplementation.

Forchangestoprocedures whichmayinvolveachangeinintentoftheapprovedprocedures, thepersonauthorized abovetoapprovetheprocedure shallapprovethechangepriortoimplementation.

Proposedchangesormodifications toplantnuclearsafety-related structures, systemsandcomponents shallbereviewedasdesignated bythePlantManager.Eachsuchmodification shallbereviewed(reference T/S6.5.3.1.e) byaqualified (reference T/S6.5.3.1.d) individual/group otherthantheindividual/group whichdesignedthemodification, butwhomaybefromthesameorganization astheindividual/group whichdesignedthemodifications'roposed modifications toplantnuclearsafety-related structures, systemsandcomponents shallbeapprovedpriortoimplementation bythePlantManager.Proposedtestsandexperiments whichaffectplantnuclearsafetyandarenotaddressed intheFinalSafetyAnalysisReportorTechnical Specifications shallbeprepared,

reviewed, andapproved.

Eachsuchtestorexperiment shallbereviewedbyqualified individuals/groups otherthantheindividual/group whichpreparedtheproposedtestorexperiment toassurecross-disciplinary reviewasappropriate fortheproposedtestorexperiment.

Proposedtestsandexperiments shallbeapprovedbeforeimplementation bythePlantManager.Individuals whoconducted thereviewsperformed intheaccordance withSpecification 6.5.3.1a, 6.5.3.lb, and6.5.3.lc, shallbemembersoftheplantmanagement staffpreviously designated bythePlantManagerandshallmeetorexceedtheminimumqualifications ofANSIN18.1-1971 Section4.4forcomparable positions.

Eachsuchreviewshallincludeadetermination ofwhetherornotadditional, cross-disciplinary reviewisnecessary.

Ifdeemednecessary, suchreviewshallbeperformed byqualified personnel oftheappropriate discipline.

Eachreviewshallincludeadetermination ofwhetherornotanunreviewed safetyquestionisinvolved.

Pursuantto10CFR50.59,NRCapprovalofitemsinvolving unreviewed safetyquestions shallbeobtainedpriortothePlantManagerapprovalforimplementation.

Forchangestoprocedures whichmayinvolveachangeinintentoftheapprovedprocedures, thepersonauthorized abovetoapprovetheprocedure shallapprovethechangepriortoimplementation.

Proposedchangesormodifications toplantnuclearsafety-related structures, systemsandcomponents shallbereviewedasdesignated bythePlantManager.Eachsuchmodification shallbereviewed(reference T/S6.5.3.1.e) byaqualified (reference T/S6.5.3.l.d) individual/group otherthantheindividual/group whichdesignedthemodification, butwhomaybefromthesameorganization astheindividual/group whichdesignedthemodifications.

Proposedmodifications toplantnuclearsafety-related structures, systemsandcomponents shallbeapprovedpriortoimplementation bythePlantManager.Proposedtestsandexperiments whichaffectplantnuclearsafetyandarenotaddressed intheFinalSafetyAnalysisReportorTechnical Specifications shallbeprepared,

reviewed, andapproved.

Eachsuchtestorexperiment shallbereviewedbyqualified individuals/groups otherthantheindividual/group whichpreparedtheproposedtestorexperiment toassurecross-disciplinary reviewasappropriate fortheproposedtestorexperiment.

Proposedtestsandexperiments shallbeapprovedbeforeimplementation bythePlantManager.Individuals whoconducted thereviewsperformed intheaccordance withSpecification 6.5.3.1a, 6.5.3.1b, and6'.3.1c,shallbemembersoftheplantmanagement staffpreviously designated bythePlantManagerandshallmeetorexceedtheminimumqualifications ofANSIN18.1-1971 Section4.4forcomparable positions.

Eachsuchreviewshallincludeadetermination ofwhetherornotadditional, cross-disciplinary reviewisnecessary.

Ifdeemednecessary, suchreviewshallbeperformed byqualified personnel oftheappropriate discipline.

e.Eachreviewshallincludeadetermination ofwhetherornotanunreviewed safetyquestionisinvolved.

Pursuantto10CFR50.59,NRCapprovalofitemsinvolving unreviewed safetyquestions shallbeobtainedpriortothePlantManagerapprovalforimplementation.
