OF MEETING WITH NEBRASKA PUBLIC POWER DISTRICT TO BE BRIEFED ON ISSUES RELATED TO IMPLEMENTATION OF BWR VESSEL INTERNALS PROGRAM AT COOPER NUCLEAR STATION On December 13, 2002, the Nebraska Public Power District (the licensee) met with the U.S. Nuclear Regulatory Commission (NRC) staff at the NRC Headquarters. The purpose of the meeting was for the licensee staff to brief the NRC staff on the status of boiling water reactor vessel internals program (BWRVIP) implementation at Cooper Nuclear Station (CNS). is a list of meeting attendees.
The licensee described the status of its BWRVIP program. The licensee stated that it has completed two assessments of its program, designated BWRVIP Committee representatives, and has concluded that CNS meets the BWRVIP program implementation guide (BWRVIP-94).
Additionally, the licensee described the results of the INPO [Institute of Nuclear Power Operations] inspection performed at CNS in July 2002. The INPO inspection did not identify any significant issues with the implementation of BWRVIP at CNS. Following recommendations were provided by INPO to the licensee:
      Maintain Management Oversight
      Perform Core Shroud Re-inspection
      Develop Core Spray Repair Contingencies
      Maintain Oversight of Vendor Activities
      Improve Program and Inspection Documentation
      Pursue Hydrogen Injection System Operation
      Develop Long-term Mitigation Strategy
      Improve Operations Procedures and Training
 
The licensee has concluded that CNSs implementation of BWRVIP is consistent with the industry performance. The licensee stated that the above INPO recommendations will be tracked in the licensees corrective actions program. The licensees presentation viewgraphs are enclosed as Enclosure 2.
